A. Welfare of serving personnel

1. As far as serving personnel are concerned, the following measures are in built in the system:

  1. Free family accommodation at any Group Centre.
  2. Outdoor and indoor games facilities at all the establishments.
  3. Adequate recreational facilities.
  4. Grievances redressal machinery in every office.
  5. Free School bus facility on conditions laid down.
  6. Family welfare centers, where the family members are engaged in stitching, weaving, knitting etc, to augment family income.

Special cash prizes will be given to the wards of force personnel @5,000/- to those CRPF wards who get 85 to 90% marks, @10,000/- to those CRPF wards who get 91 to 95% and @15,000/- to those who get above 95% marks in aggregate in 10+2 examination.

Reservation of 9 seats for MBBS course and 02 seats for BDS course every year for wards of CPMF personnel on merit.

One child girl scheme. Personnel who are having only one child who is a girl, will be given double scholarship from Class-Vth onwards.

Scholarship amount Rs. 27,000/- p.a. to Girls and Rs. 24,000/- p.a. to boys from ‘Prime Minister Scholarship Scheme’ to wards of the personnel of the CAPFs to encourage technical and professional courses. Above scholarship is applicable up the rank of SM/Insp.

B. Welfare Of Disabled Personnel Educational Scholarships

At par with serving personnel.

Note :- Only two wards are eligible for above benefits.

a.Priority in the CPMF quota of 9 MBBS and 2 BDS seats every year for the wards.

b.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 500/- per month.

C. Welfare Of Retired Personnel

a.Resettlement/re-employment efforts through resettlement centers of GCs/Welfare Directorate and Welfare And Re-habilitation Board (MHA).

b.Financial assistance for treatment of individuals or spouses in rarest of rare cases.

c.Reservation of 09 seats for MBBS course and 02 seat for BDS course every year for wards of CPMF personnel on merit.

d.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 300/- per month.

e.Scholarship amount Rs. 27,000/- p.a. to Girls and Rs. 24,000/- p.a. to boys from ‘Prime Minister Scholarship Scheme’ to wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp.

D. Welfare Of Families Of Deceased Personnel

Following assistance is rendered from regimental funds in addition to the entitlements from the Govt.

a Immediate Financial Assistance.

Immediate financial assistance to NOK in death cases has been increased from Rs. 20,000/- to Rs. 50,000/- w.e.f. 01/01/2016. This amount will be paid immediately by the concerned office/unit/institution and thereafter Rs. 30,000/- will be recouped/returned to office/unit/institution from CWF Directorate General.

Financial Assistance of Rs. 1,50,000/- from CWF (w.e.f. 01/03/2018)

b Educational Scholarships.

At par with serving personnel.

c.Compassionate appointments of wards in deserving cases.

d.Priority in allotment of gas agencies/Petrol pumps from Petroleum Ministry (out of 8% quota reserved for CPMF personnel).

e.75% concession in 2nd Class rail fares for widows of Policemen killed in action against terrorists and extremists.

f.Priority in the CPMF quota of 09 MBBS and 02 BDS courses every year.

g.Reservation of seats in polytechnics in Delhi.

h.Police Memorial Fund Scholarship Scheme. This Scholarship will be awarded to the wards of CAPFs, who killed on duty for the grant of scholarship for pursuing professional courses like MBBS, BE, B.Tech, MBA, MCA etc. @ Rs. 15,000/- p.a. and other general academic university courses viz BSc, B.Com, MSc, MA, etc. @ Rs. 5,000/- p.a. on regular basis in various disciplines. Total number of scholarship under both the categories would be 15 (Professional-5 & General University Courses-10). In case more than 15 applications are received, merit will determine the grant of scholarship.

i.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 300/- per month.

j.Help in remarriage of young widows through CWWA.

k.Observance of family welfare day every year.

l.Scholarship amount Rs.27000/- p.a to Girls and Rs.24,000/- p.a to boys from 'Prime Minister Scholarship Scheme' to widows and wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp.

(g) Payment of advance equal to basic pay in r/o CRPF personnel who sustained injury/illness due to the reasons not attributable to the Govt. duty and admitted in hospital and their pay has been stopped due to overpayments was introduced wef 26.08.2022. However, the advance will be sanctioned only after period of hospitalization/Medical Rest is regularized as EOL on medical ground for at least 180 days

(g) Special Relief Fund (SRF) :-

Financial assistance upto a maximum limit of Rs.1,00,000/- to retired personnel and their spouse once in a life time for treatment of rarest of rare diseases like cancer, tumour, renal diseases, kidney transplantation, heart disease, liver transplantation.

EDUCATION SOCIETY FUND

Annual subscription from force members Rs. 200/- PA (all ranks) wef. 10/10/2019.

i)Shaheed Pramod Kr. Scholarship:- Rs.2000/- p.m to the wards of those CRPF personnel whose parents are killed in action/active duty/deceased or sustained 100 % disability in action and studying in any School including CRPF Educational Institutions upto class 12th.

ii) Ashok Chakra Smt. Kamlesh Kumari Scholarship – 15,000/- one time to the three toppers (i.e. one each from Science, Commerce & Arts stream) of class 11th studying in CRPF Public Schools and continue studying in 12th Class in CRPF Public Schools.

iii)CRPF Public School Dwarka, CRPF Public School Rohini, CRPF Public School Jawahanagar and ITI Avadi are functioning under CRPF Employees Educational Society Fund.

PART-V

Central Police Canteen

1. The Govt/MHA has accorded approval for 'Central Police Canteen System' (CPC) to all CPFs and issued guidelines for establishment of Central Police Canteen System. The Hon'ble Home Minister Shri Shivraj V. Paitl inaugurated the first Central Police Canteen on 27/11/06 at 0930 Hrs at BSF HQr location, CGO Complex, Lodhi Road, New Delhi.

2. The Central office of CPC consisting of 26 Officers/Staff attached from various forces started functioning in CRPF HQrs, CGO Complex, New Delhi. A 'Central Administrative Committee' (CAC) under the Chairmanship of ADG, BSF with 5 IsGP and FA of BSF as members has been constituted as a monitoring committee over the Purchase Committee and CPC System. Further, a Purchase Committee under the chairmanship of IGP (Adm), CRPF and five other members has been constituted for price negotiation and fixing of item rates with various companies/firms.

3. In CRPF, 45 Group Centres/Training Institutions/RAF Units have been declared as Master Canteens and the remaining GCs/Offices and units i.e. 557 declared as Subsidiary Canteens. A booklet of CPC is printed and circulated to all Master as well as Subsidiary canteens.

PART-VI

Welfare And Rehabilitation Board

MHA has constituted Welfare And Rehabilitation Board (WARB) to fulfill the needs of Ex CPFs personnel, NOKs and separated families.

I. Objectives Of WARB :

1. Welfare Activities And Grievance Redressal :

a. Redressal of grievances of retired CPFs personnel and NOKs of deceased received from various sources.

b. Compilation of data of retirement benefits in respect of all retirees.

c. Compilation of data of all terminal dues in respect of deceased force personnel.

d. To work as principal advisory body to Home Ministry in matters of welfare of NOKs & retired personnel.

e. To work in collaboration with NGOs for benefit of retired force personnel & NOKs.

2. Re-Settlement And Employment :

a. Arrangement of jobs in private sector for retired force personnel.

b. Employment to widows/NOKs in CPFs and private sector.

c. Arrangement of vocational trainings for:

(i) Retired force personnel including invalidated out.

(ii) NOKs of deceased force personnel.

d. Arrangement of in-house and professional counselling in self-employment and alternate employment.

ii. Composition of Welfare and Rehabilitation Board

1. Functions Of Central Welfare Office

  • Central Welfare Office shall work as a bridge between WARB, State Welfare Office and District Welfare Office.
  • Maintenance of up-to-date district-wise data of NOKs & retired force personnel and timely updation.
  • Monitoring and processing of Prime Minister Scholarship cases.
  • Redressal of grievances and submission of final reports to WARB, State Welfare Office, District Welfare Office and individuals concerned.
  • Arrangement of in-service vocational training, courses and counselling for disabled & retiring force personnel.

Pensionary Benefits In New Pension Scheme For New Entrants To Central Govt Services

New Pension Scheme is applicable to all Central Government servants who are appointed on or after 1/1/2004. Rules governing final payment on retirement are yet to be finalized by the Government. However, the following benefits are extended to force personnel/NOKs covered by the New Pension Scheme on a provisional basis till further orders:

I. Retirement from Government service on invalidation not attributable to Government duty:

i. Invalid pension calculated in terms of Rule 38 and Rule 49 of the CCS (Pension) Rules, 1972.

ii. Retirement gratuity calculated in terms of Rule 50 of the CCS (Pension) Rules, 1972.

II. Death in service not attributable to Government duty:

i. Family Pension (including enhanced family pension) computed in terms of Rule 54 of the CCS (Pension) Rules, 1972.

ii. Death gratuity computed in terms of Rule 50 of the CCS (Pension) Rules, 1972.

III. Discharge from Government service due to disease/injury attributable to Government duty:

i. Retirement gratuity computed in terms of the CCS (Extraordinary Pension) Rules read with Rule 50 of the CCS (Pension) Rules, 1972.

ii. Retirement gratuity computed in terms of the CCS (Extraordinary Pension) Rules read with Rule 50 of the CCS (Pension) Rules, 1972.

IV. Death in service attributable to Government duty:

i. Extraordinary Family Pension computed in terms of CCS (Extraordinary Pension) Rules and Scheme for Liberalised pensionary awards.

ii. Death gratuity computed in terms of Rule 50 of the CCS (Pension) Rules, 1972.

The employee/his family will also be paid Dearness Pension/Dearness Relief admissible from time to time in addition to the above benefits on a provisional basis.

Activities Undertaken By CRPF Wives' Welfare Association (CWWA)

i. Social Concern :

CWWA has undertaken various initiatives in the field of education of children, adult literacy programmes, extra earning for the family through Family Welfare Centres, development in managerial skills, rehabilitation of widows/disabled, vocational training to family members of force personnel etc., besides certain socio-cultural programmes. Other specific welfare activities include computer education, adult literacy, lectures and seminars on health consciousness, stress management, care of girl child etc. The objective of these welfare activities is not only to supplement the income of CRPF families but also to enhance the standard of living and level of awareness. These welfare activities are very helpful for CRPF families in making them self-reliant as well as enhancing their self-confidence. It goes a long way to achieve women empowerment.

ii. Awareness Campaign Against The Menace Of HIV/AIDS :

Association launched a 'Peer Led Intervention Project' for reducing the risk of HIV/AIDS at six Group Centres. Two female peer educators were remunerated with an honorarium of Rs. 2000/- each per month for creating mass awareness among force personnel and their families for a period of 14 months (2006–07).

Association has set up a '24 hours toll free help line' on HIV/AIDS, Drug Abuse, Welfare schemes of CRPF etc. (with provision to register grievances for early settlement) with the help of UNAIDS. The CWWA Toll Free Help Line was dedicated to the Force on 22nd August 2007 for resolving their issues by dialing 1800 11 21 11. Counselees can receive responses in Hindi or English.

iii. Awareness On Alcohol And Drug Abuse :

Association organized a number of workshops, seminars and lectures at various locations across the country at Regional CWWA Centres, and also conducted a de-addiction programme for chronic alcoholic personnel in the NCR with the help of SPYM during February 2006.

iv. Adult Literacy Programme And Children's Education :

Volunteers of Regional CWWA Committees organized free tuition classes for students of 10th and 12th standard. Adult literacy programmes were also organized at all CWWA Regional Centres for families of Force personnel as well as for civilians. The Association is also imparting basic computer training to personnel and their families.

v. Health & Family :

Regional CWWA Committees assist local health authorities in the Polio Eradication Programme. Representatives of CWWA also encourage personnel and their families to donate blood.

CRPF has purchased 1776 quarters (one-room tenements) constructed by DDA at Sector-16(B), Dwarka, New Delhi, which have subsequently been converted into 36 four-room quarters for Officers and SOs, and 816 two-room quarters for allotment to CRPF personnel (ORs) to meet the requirement of separated family accommodation at NCR Delhi. Quota for allotment of residential family quarters at Dwarka has been defined vide this office letter No. A.II-2/97-Adm.I dated 12/09/07 as under, to meet the requirement of all sectors/offices:-

2. Declaring CRPF Hospitals as Govt Hospitals in CGHS Covered Areas:

Ministry of Health vide their memo No. S.11011/6/96-CGHS(P) dated 4th Feb, 2008 have declared CRPF hospitals located in CGHS covered areas as "Govt. Hospitals" for the purpose of referral for specialized treatment at CGHS recognized private hospitals if such referral is made by the CRPF medical officers of the rank of DIG and above. This was a long cherished goal which has come through.

CGHS facility has been extended to all CRPF personnel posted in the CGHS covered areas throughout the country vide Ministry of Health & Family Welfare Department of Health & Welfare OM No. S.11016/02/2011-CGHS (P) dated 22/8/2012.

3. Treatment in AIIMS without prior permission / approval from Department

Ministry of Health vide their OM No. S.14025/40/40/2007.MS dated 27/12/2007 have decided that CS (MA) beneficiaries can avail treatment/facilities in All India Institute of Medical Science (AIIMS) without any prior permission or approval from concerned department/Ministry. The reimbursement of expenditure incurred for such treatment will be done from the concerned department/Ministry as per the rates of AIIMS and as per entitlement of the beneficiary.

4. Introduction of Project 'Sanjeevani' for Relief of Force Personnel and Their Spouses from Stress:

A Project named 'Sanjeevani' has been introduced in CRPF. This project aims to organize an interactive course for jawans at the Group Centre near to their native place where spouse can also participate as a learner as well as a facilitator. It has been designed to generate intermittent relief from stress ridden work situation, recuperation in happy situation, enabling family to manage the affairs well during long absence of the jawan when he is deployed in hard and inaccessible risk/prone areas, capacity building to undertake the stress and strains of a separated family life and developing stress reduction capability. In other words it has been designed to provide family integrative and interactive programme for capacity building in spouses to face stress in a better way and convert it into positive advantage. The details of course is available in Circular Order No. 5/2007.

5. Financial Powers to Commandants for Construction/Erection of Toilets at Coy/Unit Location Under Minor Works:

Commandants of CRPF's GD Bns are authorised to exercise powers upto Rs.10,000/- in each case subject to Rs.25,000/- per annum for carrying out Minor Works in their unit locations.

6. Art of Living Course

'Art of Living' course was introduced in the force for reduction in stress level and to enhance general well being of the force personnel. Initially, 200 Coys of CPFs preferably deployed in J&K and NES were to undergo the course. Initially, during 2006, 64 coys of CRPF deployed in J&K and NE Sector had undergone the course. The above course is being organized by Vyakti Vikas Kendra, New Delhi. As per the feedback from the sectors, the course is having a positive impact on the jawans and as such, MHA had recommended that the course is to be continued during coming years. As on date, out of 170 coys allotted to CRPF, approximately 154 coys have completed the same and remaining coys are also being put through the course.

7. Concessions to Recipients of Gallantry Medals

i. Medal Allowances - Rs.1500/- PPMG & Rs.900/- PMG.

ii. Ist Class/II AC Sleeper Complimentary Card Pass. The passes will be issued by the Office of the Divisional Railway Manager and Headquarters office of the Railway on receipt of an application on plain paper from the recipients of Gallantry Award.

iii. Municipal Corporation of Delhi vide their resolution No.471 passed in Adjourned special meeting held on 14/2/2000 has exempted Police Gallantry Medal Awardees from payments of House Tax in respect of self-occupied property subject to certain conditions.

iv. Ministry of Finance vide their notification No. SO.1048(E) dated 24/11/2000 exempted Income Tax to the recipients of Gallantry Medals under sub clause (i) of clauses (18) of Section 16 of Income Tax Act, 1961.

v. 75% discount in air journeys on Indian Airlines in economy class.

vi. Concessional telephone facilities (BSNL) to PPMG awardees. The following concessions in residential telephone to these recipients will be available :-

a. Registration under N-OYT-Special Category.

b. No registration fee

c. No installation fee

d. No rental charges.

VII. 50% concession (to male recipients and 60% concession to female recipients) in basic Mail/Express fares of all classes and in the fares of Rajdhani/Shatabdi trains to the recipients of President's Police Medal for Distinguished Service who attain the age of 60 years and above, on production of Identity Cards issued by Ministry of Home at the time of purchase of tickets and during journey when demanded by Railway officials for inspection/verification.

8. Grievance Redressal Cell

Welfare cum Grievances Redressal Cell is functioning at the HQr of each Unit/GC/ Range and Sector office including Training Institutions and PAO with the sole objective to keep track of cases of settlement of pensionary/terminal dues payable to the retired/NOK of deceased force personnel and to redress their welfare-related and other types of grievances. Detailed instructions issued vide Directorate letter No.W.V.1/Inst.Adm.II (GR) dated 24/12/2001.

9. Admissibility of free conveyance to the next of kin of personnel of para-military forces on seriously ill/dangerously ill lists.

Govt extended facility of free conveyance to next of kin to visit members of CAPFs (BSF, CRPF, ITBP and Assam Rifles) placed in seriously ill/dangerously ill list or to attend funeral ceremony within Indian limits in case of death while in service in Jammu and Kashmir, Himachal Pradesh, Assam, Nagaland, Manipur, Tripura and North Border districts of Uttar Pradesh (now Uttaranchal), Mizoram, Sikkim and Arunachal Pradesh, subject to the fulfilment of the conditions prescribed.

10. Declaration And Continuation Of Base Points For Commencement And Termination Of Leave

The following transit camps of CRPF declared as base points for termination and commencement of leave subject to a review by the MHA at the appropriate time.: -

11. Issue Of Medical Identity Card For Treatment In CPO Composite Hospitals

MHA/GOI has decided to extend the medical facility to all CPMF (Including IB) personnel and their family members as available in any of the Composite Hospital irrespective of parent organization i.e either from CRPF or from any other CPMF (Including IB) Composite Hospital. For this purpose CPMF Members Family Medical Identity Card has been printed and distributed to all level of CRPF for further distribution to Force personnel. CRPF personnel and their eligible family members on production of CPMF Members family medical I/Card may avail the medical facility available in any of the CPMF Composite Hospitals directly for treatment, irrespective of their Force affiliation.

12. Passenger Reservation System (Prs) Counter/ Railway Reservation Counter

Passenger Reservation system (PRS) Counter has been inaugurated on 04/04/2008 at Group Centre, CRPF, Srinagar location and same is the first such system in CRPF/CPMFs. The PRS counter will be manned by CRPF personnel who have been trained by Railway Staff. All Officers/men of units deployed in Kashmir Valley can get reservation done from above counter. The timings of above counter will be from 0900-1300 Hrs and from 1330-1630 Hrs on week days. On Sunday it will operate from 0900-1300 HRs only.

13. Reservation Of Seats For Wards Of Cpmfs Personnel Belonging To Odisha State

Govt of Orissa, Industries Department vide their letter No.V.TTI.235/2000-2065/I, Bhubaneswar dated 19-20/01/2001 has intimated that 02 seat in each Government Engineering colleges, 02 seats in each private Engineering college (Free seat) and 01 seat in ITT, Choudwar, 08 seats in all Government Medical Colleges in MBBS (On roster basis) and 01 seat in dental wing of the SCP Medical colleges have been kept reserved for the wards/children/spouses of Armed force personnel, Ex-Servicemen/Para-Military personnel of Orissa State (Serving/retired/Deceased).

'The Central Reserve Police Force Family Accommodation Rules, 2008'

Guidelines for allotment and occupation of family quarters in Central Reserve Police Force.

1. Preamble

Broad outlines on the subject matter were issued vide this Directorate General letter No. A.II-2/75-Adm.3(Vol.3) dated 24th April 1981 and subsequent instructions from time to time. The position and condition about availability and occupation of family quarters has changed considerably since 1981. Keeping this in view and large expansion of Force and to eliminate certain anomalies being experienced, following guidelines are issued on allotment and occupation of family quarters in CRPF with immediate effect.

Segregation of administrative functions of allotment, cancellation of allotment etc., of family accommodation from the judicial functions of Estate Officers of CRPF Static institutions and constitution of a separate House Management Committee for every CRPF Campus to decide the cases of allotment, occupation, retention, extension, cancellation of allotment etc., of quarters to various categories of personnel has been examined in depth with reference to "Public Premises (Eviction of Unauthorized Occupants) Act, 1971" and other allied instructions and in consultation with Law Branch of this Directorate General.

At present, Estate Officers of CRPF Static institutions and GCs are appointed through a notification issued by MHA under the provision of section 3 of "The Public Premises (Eviction of unauthorized occupants) Act, 1971". The Estate Officer has the powers of civil court under Code of Civil Procedure, 1908 in respect of following matters:

  • A. Summoning and enforcing attendance of any person and examining him on oath;
  • B. Requiring the discovery and production of documents;
  • C. Any other matter which may be prescribed.

The objective of appointment of Estate Officer is for the purpose of eviction, recovery of rent, assessment of damages on account of use and occupation etc. However, allotment and retention of family quarters in GC campuses and other locations are administrative functions and are subject to scrutiny by Senior Officers.

2. Short Title And Commencement

1. In order to streamline the system of allotment of family quarters and its occupation thereof and keeping in view the existing GOI guidelines and departmental instructions issued from time to time, the following Rules are hereby framed;

2. These rules may be called 'The Central Reserve Police Force Family Accommodation Rules, 2008'.

3. These rules shall come into force with immediate effect.

3. Housing Management Committee (HMC)

(1) Constitution and composition of HMC

To ensure transparency and prevent any malpractices, there shall be a committee styled as "The Housing Management Committee" consisting of the various members as mentioned below. General conditions for constitution of committee will be as under:

  1. A Housing Allotment Committee for each location shall be constituted by the DIG with the approval of its IG.
  2. The DIG of Group Centre shall be the President of the committee, and the next senior most officer at the Station will be the Vice President. In the absence of the President, the Vice President shall preside over the committee meeting.
  3. The Gazetted officer in charge of the building branch of the CRPF locations shall be the Member-Secretary of the committee.
  4. A Gazetted Officer (Exe.), a Medical Officer, a Subordinate Officer, a Ministerial Staff, an Other Rank, and an Enrolled Follower each will be members of the committee.
  5. The RGS of the Signal detachment shall also be a member of the committee.
  6. The Committee will have representation from all the Offices present at the Station in one rank or other.
  7. The committee may co-opt any other personnel as members for a particular meeting only. The persons whose cases pertaining to accommodation are under consideration shall not attend that particular meeting.
  8. The period of the committee will be for six months. After every six months, the members of the committee will be rotated as per guidelines. Fortnightly HMC meetings may be conducted for speedy allotment, extension, retention, change, cancellation, and vacation of the quarters. The quorum for the meeting shall be 3/4th of the total members other than co-opted.
  9. The decisions of the Committee shall be by majority opinion of the members other than co-opted. The proceedings and decisions shall be jointly signed by the President, the Vice President, and the Member-Secretary and circulated to all Static offices at the Station.

(2) The DIG Group Centre shall frame suitable detailed Station Allotment Rules considering all requirements at the location, to be approved by the IG. The local IG and DIG may exercise powers to allot accommodation for any specific purpose not covered in these rules.

(3) The Housing Management Committee will discharge its functions according to approved rules. All matters pertaining to allotment & cancellation of quarters, recovery of licence fee, imposition of market rent, and individual representations shall be considered depending on each case.

(4) Based on decisions by the committee, the Estate Officer shall act under "The Public Premises (Eviction of unauthorized occupants) Act, 1971".

(5) Letters for allotment, cancellation, recovery of licence fee & market rent etc., on the direction of HMC are to be issued by the Estate Officer.

4. Authorization

  1. The authorization of residential accommodation as approved by Govt. is placed at Appendix-A. Allotments should conform to it.
  2. Guidelines for allotment to Signal and Training Staff are in Appendix-B.
  3. Family quarters will be allotted from the overall waiting list so that every needy person can avail CRPF accommodation at any GC / Location.
  4. Family quarters will be allotted for 3 years or for the period of the stay at the particular station, whichever is earlier. Waiting lists will be maintained, and allotment will follow priority. HMC may recommend out-of-turn allotments in rare cases.
  5. CMOs/SMOs may be allotted higher type quarters (Type-V and VI) subject to availability; no quarters should remain vacant.
  6. Entitlement for Rank and File of combatized and non-combatized Min. Staff will be according to corresponding rank/status.
  7. Personnel may choose lower type accommodation than entitled with HMC permission. License fee will apply as per rules.
  8. Minimum period of allotment is 3 years, extendable up to 5 years by GCOs, 7 years by Sector IG, and beyond by DG in special circumstances.
  9. Personnel posted to J&K/NE/LWE areas may retain family quarters till actual posting.
  10. All GCOs/Estate Officers will initiate proceedings under Public Premises Act only after confirmation from Sector IG that no application is pending.

5. Conditions And General Rules

  1. All allotments and waiting lists shall be displayed on notice boards, websites etc., for transparency.
  2. The Gazetted Officer in charge of the building branch shall maintain waiting lists rank-wise. Allotment is based on seniority of applications; inter-se seniority applies if multiple applications on same date.
  3. For GOs, seniority is based on reporting date; if simultaneous, married officers get preference.
  4. Five type-II and five type-I Special quarters reserved for emergent/compassionate allotments per HMC merit.
  5. Quarters earmarked for attached Bns but vacant may be used by Static office personnel; attached unit applicants have priority with 1-month notice.
  6. Estate Officer may allot vacant quarters to staff of Dte/IGP/DIG Office or personnel from other GCs on HMC direction.
  7. Sector IGP may declare unused buildings as Officers/SOs messes for single officers with license fee as per SO 6/77 & SO 11/2001; no fee for rent-free entitled personnel.
  8. No member shall bring family without prior permission. If family does not occupy quarter within one month, allotment is cancelled; HMC may decide otherwise in exceptional circumstances.
  9. 'Family' is as per para 7.17.3 of GC & Bn Officers Manual. Only allottee and family may reside; HOO may allow other dependents in exceptional cases. Widows treated separately with HOO permission.
  10. Allottees must maintain residence in clean condition and are responsible for damage beyond fair wear and tear.
  11. HMC can direct cancellation of allotment for unbecoming conduct or discipline issues; approval by DIG required.
  12. HMC can declare ineligible for allotment for 6 months to 1 year for breach of rules.
  13. No person will be allotted a quarter within 3 years of previous vacation; may be relaxed if quarters are available.
  14. During influx of duty/resting Bn, allotment duration may be modified by DIGP special order; vacation notices issued to existing occupants in order of priority.
  15. After expiry of prescribed period, allottee must vacate unless HMC grants exemption:
    • Gorkhas (with home) - 1 year
    • Gorkhas (without home) - 2 years
    • Family members with chronic illness - until fit to travel as certified by MO
    • Family members recently operated or to be operated - until fit to travel as certified by MO
    • Delivery cases - extension till newborn is 3 months old
    • Children’s education - till closing of current academic session
  16. Personnel staying in hired accommodation outside the lines get normal HRA and compensation, but not amenities provided in campus.
  17. Residence may be retained on HMC direction for bona fide use in special circumstances, period specified per event.

(b) If any children of the deceased are studying in school in the station and the family has to stay back to complete exams beyond the period in (a), the quarter may be retained till the end of the current academic session.
(v) Retirement/invalidation 2 months on payment of normal license fee & further 2 months on payment of twice the normal license fee without submitting medical or educational certificates. Further retention of 2 months on payment of 4 times the fee and subsequent 2 months on payment of 6 times the fee shall be permissible on medical/educational grounds.
(vi) Leave preparatory to retirement/terminalment of unavailed portion of EL on superannuation/retirement For the full period of earned leave, subject to a maximum of 4 months, inclusive of the period permissible in case of retirement, on payment of normal license fee.
(vii) On proceeding on foreign service in India (Deputation) 2 months

18. In special circumstances the period prescribed above vide sub item (16) & (18) may be further relaxed with the prior approval of DIGP. This concession should be deemed to be an extraordinary one & may rarely, if ever, be exercised.

19. Family quarters may not be allotted to Officers and Staff not in service. The family quarters available in a Static location are basically meant to cater to the needs of serving Officers/Staff of the CRPF offices, its attached Bns, and local units.

20. Family quarter should be allotted to a person only when he is keeping his family or desires to do so. The condition of para-4 (Appendix-A) shall be relaxed in respect of Ministerial and Hospital staff (Combatized and non-combatized) to the extent of their entitled percentage.

21. Minimum period of allotment to entitled category will be 3 years (three academic sessions).

22. The Senior Medical Officer, the lady doctor, and the Nursing Staff will not be required to follow the term of 3 years and will be provided married accommodation during their entire stay in the GC/Station. However, the unmarried Nursing Staff will be housed in the Nursing Hostel wherever constructed.

23. The families of personnel who are posted in GC/resting Bn and have been transferred to attached Bn of the respective GC & vice versa may be allotted/permitted to retain quarter by exchanging the quota of their previous office with the quota of the present office, depending on the merit of the case. Such permission may be granted only to the maximum extent of 5 years.

24.

  1. If the family of an individual who is in occupation of a quarter remains away for a short period, say not more than one month, it will not amount to his not keeping the family.
  2. As a policy, single men should not be encouraged to live in family lines; such loners should be accommodated in the single-men-barrack accommodation.
  3. Sharing of quarter is strictly prohibited in the family lines, but on application and direction of HMC after due scrutiny, the Estate Officer may allow this to families in very rare cases where good grounds exist, mainly owing to paucity of accommodation.
  4. An officer shall be considered to be in occupation of residence when he proceeds on leave, course, or temporary duty for a short duration unless the competent authority otherwise directs. Normally, the allottee shall be considered to be in occupation of residence during his posting in that particular station unless the allotment is changed or suspended by the competent authority due to other factors, recorded in writing.

25. Sanction for retention of accommodation at the last place of posting by Officers and non-gazetted combatized personnel upon their posting to J&K and NE Region, conveyed vide MHA OM No. F-23014/14/96-Adm-III/BSF/PF-I dated 18.2.2002 (issued vide this Directorate General letter No. A.II-2/03-Adm-I(Vol-8) dated 5.3.02), shall be strictly adhered to. However, all cases for retaining the house will be subject to specific permission of the DG. On administrative grounds, the power of DG for granting such permission is delegated to the ADG NZ, EZ, and all Sector IsG.

26. Allotment of quarters from the Bn quota will be made by the HMC on the recommendation of the concerned Unit Commandant. A waiting list for the Bn quota will be kept in the Static Office as well as in the concerned Bn.

27. In case any quarter of the quota earmarked to a particular Bn is lying vacant, the Estate Officer may allot it to other personnel as per the directions of HMC. If there is a request from personnel of said attached Bn, the Estate Officer will have to allot quarter against his Bn quota on HMC directions, and the person occupying the quarter outside his Bn quota will be required to vacate.

28. A Bn person keeping a quarter in the Static location will not be asked to vacate even after completion of 3 years unless the quarter is required for someone else in the same Bn.

29. The instructions in Standing Order No. 9/2002 regarding family line maintenance fund shall be strictly followed. The HMC shall recommend the utilization of the fund. The Estate Officer shall act as per HMC directions strictly.

30. Every year, some CRPF personnel lay down their lives on duty. To meet housing needs of widows, all Group Centres shall earmark two Type-I/Type-I Special quarters as "Nirmal Sadan" for widows in dire need. Conditions for allotment are:

  1. Priority for allotment:
    1. Widow whose husband was killed in terrorist action and children are studying in Secondary/Senior Secondary classes.
    2. Widow whose husband was killed on duty and children are studying in Secondary/Senior Secondary classes.
    3. Widow whose husband was killed in terrorist action and is in dire need of accommodation.
    4. Widow whose husband was killed on duty and is in dire need of accommodation.
  2. Licence Fee & other charges – License fee, electricity, and water charges as applicable to Force personnel will be charged.
  3. Period of allotment – Yearly extension basis, not exceeding 3 years. Each case reviewed annually.
  4. Vacation – Accommodation will be vacated after notice. If not vacated, prescribed vacation process under rules will be followed as per HMC directions.

31. The HMC should ensure no quarter is kept vacant.

32. DIGs of all Static locations will frame Station House allotment rules based on above guidelines with IG approval and issue to subordinate offices.

33. GCOs/HOOs shall not grant outliving permission when family quarters of entitled type are vacant.

6. Recovery of License Fee

a. Officers and men not entitled to rent-free accommodation when allotted residential accommodation shall be charged license fee as per Central Govt. rules.

b. License fee will be recovered by drawing and disbursement officers (NGOs) or P&AO (GOs) via pay bill. The Head of Office will notify rates and dates.

c. Govt. Servants allotted rent-free residence may enjoy rent-free leave up to 1 month. Beyond that, normal rent shall be charged as per rules.

d. Unauthorized occupation after cancellation of allotment will result in rent at market rates and other damages. Force members may face disciplinary action.

e. Water and electricity charges will be promptly charged and paid. Temporary accommodation charges will be calculated based on past average consumption in consultation with CPWD.

7. Superseded Instructions

Earlier instructions superseded on issuance of these rules include:

  1. Dte. Genl. letter No. A.II-2/75-Adm-3(vol-3) dated 24.4.1981 regarding allotment and framing rules.
  2. Dte. Genl. letter No. A.II-2/75-Adm-I dated 13.5.1994 regarding recovery of damage rent for unauthorized occupation.
  3. Dte. Genl. letter No. A.II-2/75-Adm-I dated 26.10.1995 regarding allotment and occupation of quarters.
  4. Dte. Genl. letter No. A.II-2/75-Adm-I (Vol-8) dated 5.1.2001 regarding eligibility of personnel for various types of quarters.
  5. Dte. Genl. letter No. A.II-2/95-99-Adm-I(Vol-V) dated 7.1.2000 regarding maximum period for allotment and occupation.

8. General

The Adm Directorate may relax any of the above conditions with DG approval. Any doubts in interpretation shall be referred to Adm Directorate, whose decision shall be final.

Financial Planning By Jawans/NOKs Of Deceased Personnel

Every serving personnel should be aware about various investment schemes introduced by Central/State Governments, Banks, Post Offices, Insurance Companies, etc., and they may invest the earnings in proper manner to secure their future. Welfare Officers of Group Centres/Units have already been directed to update themselves about various investment schemes and advise personnel for proper financial planning. The following guidelines are issued for financial planning:

It is very essential to draw up a budget based on income/salary of person. A budget helps to spend less than the salary and gives a detailed record of income and expenditure.

Every personnel should maintain a separate file or folder for all financial matters like accounts and taxes, to enjoy sound financial health.

Whatever the income of a personnel, set aside a small amount every month as compulsory savings. "Little drops of water make the mighty ocean".

Set clear financial goals. If we want to save enough to buy a home, afford at least one holiday, or buy own vehicle, the beginning of career is the best starting point.

Beware of credit cards and other debts. Interest rates on loans are high and can accumulate quickly. Pay debts promptly and avoid letting them grow.

Impulse spending can ruin a careful budget. Avoid buying items that attract attention in the moment but are unnecessary.

Always read agreements and contracts fully before signing. Know what lies between the lines.

Avoid addictive behaviors such as gambling, drugs, or smoking, which can drain finances.

Never let money sit idle when it can earn more. Work out an investment model that suits personal needs.

Never trust unknown agents promising unrealistic returns. They may earn commissions while you lose money.

Do proper homework before investing. Study the market thoroughly.

Avoid speculation and gambling. Hot tips may be tempting but can result in total loss when markets crash.

Use common sense to identify solid investment instruments whose prices steadily increase. Divest at the right time and avoid regrets.

Always consult professionals if in doubt.

Keep track of all money transactions, including fees and charges, to avoid costly mistakes.

In addition to above, Welfare Officers of GCs/Units should advise NOKs/Dependents of deceased personnel to invest the dues/amount received by them in various investment schemes in proper manner to settle their liabilities and to secure future of their growing children.

Welfare Officers of Group Centres and Units should update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they may keep ready reckoner for advising serving personnel as well as NOKs of deceased personnel for proper financial planning to secure their future.

Ac- III Tier Rail Coaches For Capfs

MHA has conveyed the approval of the competent authority for attachment of AC-III tier extra coaches in four trains on regular basis for the personnel of CAPFS throughout the year for a period of one year vide their UO note no. 27013/30/2010/PF.IV dated 11/01/2013 and same has been operative w.e.f. 16/05/2013.

Standing Operating Procedure

1. General

There is a requirement of Standing Operating Procedure (SOP) for earmarking/attachment of Railway Coaches (AC-III Tiers) that is to be provided by Ministry of Railways for the Officers/Jawans of CAPF personnel. Accordingly, the Standing Operating Procedure is prepared as follows:-

3. Aim

The aim of this Standing Operating Procedure is to streamline the procedure adopted for smooth operations of dedicated Railway Coaches attached for the personnel of CAPFs in 4 Trains and healthy coordination between the CAPFs for optimum capacity utilization for the benefits of the troops. Entitlement To Avail Railway Coaches

a.All Serving Force personnel will be entitled to avail the facility.

b.During Leave (two side on EL and one side on CL), Temporary duty, posting/Tfr, Courses etc.

c.The personnel availing this facility must not be issued any railway warrant.

d.This facility will also be available to the families and two children as enshrined in LTC Rules 1988.

e.Preference should be given to those persons of the rank of SOs/ORs who are deployed/stationed at far flung areas/LWE.

f.Leave may not be clubbed with Temporary duty to avail the facility.

g.All concerned should maintain the record of each person availing the facility.

h.All personnel should be in possession of laminated I/Card and movement order/leave certificate, as the case may be.

Co-Ordinating/Nodal Agency

Local deployed CAPFs will be responsible for coordinating with Railway authorities and various other CAPFs for smooth conduct of the coach operations and management of passengers as per quota. Accordingly different CAPFs are given responsibility for providing Force Nodal Officers/Nodal Officers in various locations as follows:-

(ii) Transit Nodal Officer will also be detailed at the major intermittent Rly Stations by the CAPFs whose deployment in the indentified routes of four trains exists.

(iii)These Nodal Officers will be in proper uniform to recognize as well as to show their identity in the CAPF coach.

Responsibility and Management of Troops by Force Nodal Officer (FNO), Nodal Officer (NO) and Transit Nodal Officer (TNO).

i.Receipt and dispatch of all troops by NO.

ii.Respective NO will arrange for the accommodation in the transit camp and transport from the transit accommodation to Railway Station for the troops including their luggage.

iii.FNO will liaise with the Railway authority and undertake all activities

iv.involved in the movement of the coaches.

v.FNO will liaise with NOs and collect the list of troops for dePARTure 24 hours in advance.

vi.FNO will prepare the Passenger Manifest and transmit the same to the Station Manager of Railway Station.

vii.NO will brief the troops about the do's and don'ts of Rail travel.

viii.FNO will collect the authority of traveling and hand them to the NO.

ix.NO will distribute the tickets/authority of travel among the troops and ensure that the troops are sent well ahead of time to the Railway Station.

x.NO will also report no-shows to the FNO and will also propose alternate troops as passengers for inclusion in the passenger Manifest by the FNO.

xi.NO will document all cases of no-shows and cases requiring disciplinary action and inform the concerned controlling HQrs for taking necessary action.

xii.After dePARTure of train, combined passenger manifest will be circulated to BSF as well as concerned CAPFs by respective nodal agency on the same day through fax for record.

xiii.FNO/NO will also liaise with Transit Nodal Officer detailed by respective CAPFs at various major intermittence Rly Stations for convenience of troops and coordination with other CAPFs.

Screening/Documentation/Passengers Manifest

a.The list of passengers including their regimental No, Rank, Name, Unit/HQ, Sex, age, date of journey, journey from-to, name of boarding station, details of onwards journey, Mobile number, address etc. should be provided to the Nodal Officer by each CAPF at least ten days in advance which will be compiled and the combined Manifest will be provided to Station Manager 24 hours prior to dePARTure of train, at the respective Railway Stations.

b.In most emergent cases the last change may be informed to Station Manager by NO at respective Railway Station five to four hours before the scheduled time of the train. However, reserve passengers will be considered again the vacant berth.

c.A list will be prepared in respect of each individual for availing rail coach at the Unit/HQ in the format at (a) above which will be produced to the OC transit Camp/FNO while requisitioning for the berth.

d.Persons intends to avail this facility, will approach to concerned HQ or nodal Officer thorough telephone/ SMS , from where the trains will originate to get the berth reserved on availability of berth at least 03 days in advance in the format at (a) above.

e.Person who wants to board at intermediate stations, will also approach to concerned HQ or Force Nodal Officer & Nodal Officer from where the trains will originate for reservation of berth in the format at (a) above.

Office Space, Telephone Number And Mobile Number

Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.

a.Space to the Force Nodal Officer and his team at Railway Station may be provided by CAPFs of Nodal Agency/Railway authority.

b.Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.

Ticket & Reporting Time

A list of passengers who will commute the journey will be provided by the Force Nodal Officers to the Station Manager and on the basis of this list, Nodal Officers will collect the authority of traveling in earmarked coaches from Station Manager at Railway Station one day prior to the date of journey in the shape of Token, Coupon and boarding pass or any authority provided by Station authority.

10 Security Check

All passengers are required to carry their laminated Identity Cards for identification. All passengers will undergo the security check at the platform and luggage screening as per the procedure of Railway.

11 Check In/Check Out

All passengers will undergo normal procedure of check-in and check-out routine of Railway as is done for civilian passengers. Railway will provide the authority for travel in earmarked coach to all passengers checking in as per the list/manifest provided to them.

The troops will occupy the earmarked berths allotted to them to avoid any confusion/delay in train.

12. Luggage Restrictions

Passengers are allowed to carry only 40 Kgs per head as free luggage.

Articles such as Gas cylinder, Stove, Kerosene oil/Diesel/Patrol, Match box, explosive items and contraband prohibited under N.D.P.S Act 1985 shall not be permitted to be carried on board. The passengers are advised not to carry such items with them to avoid inconvenience/embarrassment while screening/checking of luggage and any likely delay while boarding.

Passengers are responsible for carrying their own baggage and conduct "X" ray checking under the supervision of security staff and also identifying their baggage before boarding.

13. Machanism For Payment

The entire amount of coaches is being paid by BSF to concerned Zonal Railway Authorities in advance after sharing the amount from other CAPFs as per terms and condition of FTR of Railway. The personnel availing this facility must not be issued any railway warrant.

14. Modification

Any modifications/changes in the Standing Operating Procedure may be carried out in consultation with other CAPFs and Railway Authority, if desired to make it functionally more effective and convenient to follow.

Special Instructions To The Passengers-Troops Discipline

a.Troops are to be briefed thoroughly by Force Nodal Officer regarding their conduct during journey. In case of any misconduct on their PART, necessary disciplinary action would be initiated against such personnel by the competent authority of respective CAPFs.

b.All personnel will be in possession of laminated I/Card and movement order/leave certificate, as the case may be.

c.As their needs are being addressed to by the FNO and NO they should be patient and behave properly irrespective of their rank.

d.All passenger-troops will occupy only the allotted berths.

e.Due attention will be paid to instructions of railways to be adopted in the event of emergency.

f.All Nodal Agencies will depute their own rep of the rank of SI/ASI initially for a one month from the date of attachment of coaches who will travel in the coaches in proper uniform to assist the troops and to maintain discipline enroute. The rep will also liaise and coordinate with T.T.E for any assistance enroute.

16.Conclusion

The Standing Operating Procedure has been framed keeping in view the functional requirement of operating the railway coaches. It is expected that all CAPFs and Railway authority will co-operate in smooth functioning of railway coaches a success.
