A. Welfare of serving personnel
1. As far as serving personnel are concerned, the following measures are in built in the system:
i. Free family accommodation at any Group Centre.
ii. Outdoor and indoor games facilities at all the establishments.
iii. Adequate recreational facilities.
iv.Grievances redressal machinery in every office.
v. Free School bus facility on conditions laid down.
vi. Family welfare centers, where the family members are engaged in stitching, weaving, knitting etc, to augment family income.
vii.Montessori schools at following (56) locations to prepare the children for admission to regular classes : -

Educational assistance will be paid double of normal rates from Class 2nd onwards in case of differently abled wards of CRPF Personnel. Educational Assistance upto graduation level for the wards of Martyrs and personnel sustained 100% disability during active duty and boarded out from service has been introduced at normal rate from the academic year 2015-16 onwards. Educational Assistance for the wards of all deceased Force personnel (except martyrs ) upto Class 12th has been introduced at double of the existing rate from education fund from the academic year 2020-2021. g. Scholarship amount Rs. 36,000/- p.a. to Girls and Rs. 30,000/- p.a. to boys from ‘Prime Minister Scholarship Scheme’ to wards of the personnel of the CAPFs to encourage technical and professional courses. Above scholarship is applicable up the rank of SM/Insp. B Welfare Of Disabled Personnel Educational Scholarships At par with serving personnel. Note :- Only two wards are eligible for above benefits. b.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 1000/- per month. C Welfare Of Retired Personnel a.Resettlement/re-employment efforts through resettlement centers of GCs/Welfare Directorate and Welfare And Re-habilitation Board (MHA). b.Financial assistance for treatment of individuals or spouses in rarest of rare cases. d.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 1000/- per month. e.Scholarship amount Rs. 27,000/- p.a. to Girls and Rs. 24,000/- p.a. to boys from ‘Prime Minister Scholarship Scheme’ to wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp. D. Welfare Of Families Of Deceased Personnel Following assistance is rendered from regimental funds in addition to the entitlements from the Govt. a Immediate Financial Assistance. Immediate financial assistance to NOK in death cases has been increased from Rs. 20,000/- to Rs. 50,000/- w.e.f. 01/01/2016. This amount will be paid immediately by the concerned office/unit/institution and thereafter Rs. 30,000/- will be recouped/returned to office/unit/institution from CWF Directorate General. Financial Assistance of Rs. 5,00,000/- from CWF (w.e.f. 01/11/2021) Financial assistance of RS 1,00,000/- Only to the daughter and sister of martyrs and deceased personnel at the time their marriage b Educational Scholarships. At par with serving personnel. c.Compassionate appointments of wards in deserving cases. d.Priority in allotment of gas agencies/Petrol pumps from Petroleum Ministry (out of 8% quota reserved for CPMF personnel). e.75% concession in 2nd Class rail fares for widows of Policemen killed in action against terrorists and extremists. g.Reservation of seats in polytechnics in Delhi. h.Police Memorial Fund Scholarship Scheme. This Scholarship will be awarded to the wards of CAPFs, who killed on duty for the grant of scholarship for pursuing professional courses like MBBS, BE, B.Tech, MBA, MCA etc. @ Rs. 15,000/- p.a. and other general academic university courses viz BSc, B.Com, MSc, MA, etc. @ Rs. 5,000/- p.a. on regular basis in various disciplines. Total number of scholarship under both the categories would be 15 (Professional-5 & General University Courses-10). In case more than 15 applications are received, merit will determine the grant of scholarship. i.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 300/- per month. j.Help in remarriage of young widows through CWWA. k.Observance of family welfare day every year. l.Scholarship amount Rs.27000/- p.a to Girls and Rs.24,000/- p.a to boys from 'Prime Minister Scholarship Scheme' to widows and wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp. PART-ii Regimental Funds Following Regimental Funds are maintained in CRPF. A Welfare & Amenities Fund 1 Objects i.To meet the expenses incurred on the entertainment or purchases effected for the welfare of the Unit personnel. ii.To extend immediate monetary assistance to the members or their families in the event of death, serious injury or sickness requiring prolonged and expensive treatment. iii.To advance loans not exceeding one and half months basic pay at 6% simple interest to members for marriages in the family/house repairs, liquidation of debts, serious illness in the family, to incur expenditure at the time of admission of their children or any other purpose considered good and sufficient by the Managing Committee of the Fund. iv.To sanction pay advance limited to one month's basic pay to those members who are not receiving pay for more than last 2 months or who have to proceed on duty just before the receipt of their pay. Also to sanction TA advance in emergent cases. v.To grant advances to meet urgent and immediate requirements of the detachments. vi.To meet expenditure on Cinema, TV, Video Films, entertainment programmes etc. vii.To meet expenditure on account of purchase of essential sports items. viii.To meet expenditure on religious functions to the minimum extent as approved by the Unit Welfare Committee. ix.To meet expenditure on account of payment of monthly band allowances to the band personnel, wherever band exists in the GC/Unit/institutions. Wherever the expenditure on account of band instruments, uniforms and on personnel cannot be met from the government fund, this fund would be utilized for such purposes. x.To meet the expenditure on account of purchase of essential requirements for various Messes of the Unit with due approval of the Unit Welfare Committee. xi.To meet expenditure on any other welfare measure which are not covered in these rules and are considered suitable and justified by the CRPF Unit Welfare Committee. xii.To meet expenditure on exhibition of the films through projectors for the recreation of the members of the Force. B Central Welfare Fund 1 Objectives a Financial assistance to : - 1.Families (NOKs) of members who may die while in service, 2.Members of the Fund during sickness / hospitalization when no leave is at the credit of the member and member does not get any leave salary or allowances from Government, 3.Members in distress or in dire need of financial assistance caused by the factors beyond the control. b Donation/grants/repayable advances to :- i.Any establishment / Unit of the CRPF including newly raising ones, for messes or any other welfare activities intended to promote the welfare of CRPF personnel / Force. ii.Encourage sports and recreational facilities at Unit / Force level. iii.Any Charitable Organization and Educational Institutions/Academy of repute, as a Goodwill gesture. iv.Advances to the member for treatment of self or family members in emergent cases, to provide assistance in distress or dire need in specific cases caused by the factors beyond control of the members and for other purposes, in extreme emergency. (c)Any other objective as defined by the Governing Body C Risk Fund 1 Objectives The objects of this Fund are to provide financial benefits to :- 1.The families of the members of the Force who die while in service. 2.The members of the Force who are invalidated out from service and 3.The member of the Force who retire/are retired/discharged/ dismissed/removed from the Force. D Education Fund 1 Objectives To provide educational assistance to the dependents of the members of the fund and to the children of deceased force personnel. E Special Relief Fund 1. 'Special Relief Fund' has been created in this Directorate General, with the grant sanctioned by Govt. of India out of National Defence Fund and is governed by Central Welfare Fund Rules. Grant received from the Govt. had been invested with Nationalized Banks/Post Office and interest received on the deposits was being utilized for the welfare of force personnel through Education Fund/ Central Welfare Fund. 2. Thereafter, it was decided that the Corpus would be kept intact as per the MHA guidelines and the interest component should be kept with Special Relief Fund to be used for providing suitable financial assistance to retired in cases of acute illness. 3. Governing Body of Funds decided that a committee may examine the cases of financial assistance quarterly and take suitable decision. Accordingly, a permanent committee consisting of the following members is, hereby, constituted: - Presiding Officer SDG (Works) Member-I IGP (Adm ) Member-II FA, CRPF Member-III Member-IV Director (Medical) 2I/C (Adm/Accts) Member Secretary DIGP (Welfare) 4. The above committee will meet quarterly and decide the cases of financial assistance after scrutiny of the cases. The committee would submit its recommendation to Director General, whose decision would be final. The assistance (grant) will be provided from Special Relief Fund as under: - i.For treatment of specific diseases of self and spouse of retired personnel once in a life time on the principle of rarest of rare case the ceiling assistance has been increased from Rs 50,000/- to Rs 1,00,000/- wef 26/04/2019 per case. ii.The financial assistance (grant) in disease like cancer, tumour, renal disease, kidney transplantation, heart disease, liver transplantation may be provided to retired personnel as per Para-(i) above. iii.The financial assistance (grant) so provided will be put up before annual Governing Body meeting for their ratification. This Scholarship @ Rs.- 15,000/- per student being given to the wards of force personnel who secure first position in class XI in Science/Arts/Commerce subject and are continue studying in Class 12 in CRPF Public School Rohini, Dwarka and Jawahar Nagar, Rangareddy only.. 2. Shaheed Pramod Kumar Scholarship scheme started from the year 2014-15. Shaheed Pramod Kumar Scholarship @ Rs.- 2,000/- per month being awarded to the CRPF wards, whose parents were deceased / Martyrs and those sustained 100% in action upto class 12th or till the ward is studying in CRPF Public School Dwarka, Rohini (Delhi and Jawahar Nagar (Telangana) and those wards are pursuing technical course at CRPF ITC/II&T Wazirabad / ITIs Avadi Bhubaneswar. 3. Shrawan Tandon Scholarship scheme introduced from the academic year 2015-16. The scholarship will be given to three topper students of 12th class in each streams i.e. Science, Agriculture, Commerce & Arts, for the wards of martyrs. Scholarship to three topper students of 12th class in 4 streams (Science, Agriculture, Commerce & Arts) @ 5000/- to 3 toppers from each stream. @5000 x 3 x 4 =Rs.60000/- Scholarship for girls 02. Scholarship to three topper students of 12th class in Science stream only @ 5000/- to 3 toppers from each stream. @5000 x 3 x 1 =Rs.15000/- Total = Rs. 75000/- Note :- Wards of SOs and ORs (martyrs) only will be eligible. In case, wards of martyrs are not finding mention in any category as above and slot is left out, then wards of CRPF Personnel died in harness will be considered. 4. Sarojini Damodaran Foundation -Vidya Rakshak Scholarship scheme started from the year 2016. This Scholarship awarded to the 300 wards of martyrs of CAPFs @Rs.-6000/- for class 1st to 4th , Rs.-9000/- for class 5th to 7th and Rs.-12,000/- for class 8th to 12th per annum. Note : 1 -The subscription of January in respect of officers will be sent to Force Officers' Mess every year in the same month i.e. January. PART-iii Financial Benefits from CWF A Financial Assistance Eligible To The Nok Of Deceased Force Personnel (Except Dcrg, Gpf, And Leave Encashment) 1 Natural Death, Suicide & other Death w.e.f. 01/11/2021 (i) Risk Fund Rs. 20,00,000/-(60% to NOK, 25% to parents and 15% to Children) 1. 15% share will be distributed equally among all children of the martyres/deceased Govt. Servent. 2. The Share of Children will be in the form of Fixed Deposit till the child attains 18 years which will be done by the respective nearest GC. 3. If NOK has no child in such situation the share will be distributed in the ratio of 50% -50% between NOK and parents as earlier. 4. If parents of deceased are not alive, their share may be paid to wife of the deceased. 5. If wife is not alive, her share may be distributed between children. 6. If deceased is not survived with wife and children, full share may be paid to parents. FROM RISK FUND w.e.f 01/11/2021 Disability upto 25% 5,00,000/- Disability upto 26% upto 50% 10,00,000/- Disability :- 51% to 75% 15,00,000/- 76% to 100% 20,00,000/- --> Deficit amount beyond Govt. grant provided for fitment of good quality of artificial limb to the personnel who have lost their limbs during action.This benefit now extended to the officers/personnel who lost their body parts in cases other than action i.e accidents while on duty/leave.Pre-2015 cases may not be considered for financial assistance .However, financial assistance on subsequent occasions for replacement of old artificial limbs may be considered on a case to case basis as per the recommendations of the Director(Medical)Dte. a Financial Assistance from CWF to injured personnel:- SN Cat. Nature of injury Financial assistance 01 "A” Minor injuries for which medical attention is required due to stone pelting/ in law and order duties, injuries due to rescue and relief operations/ in action during operations. Rs. 4,000/- (to each injured person) 02 "B” Grievous injuries leading to hospitalization or fracture of bones/ stitches etc. due to stone pelting/ in law and order duties, rescue and relief operation/ in action during operation. Rs. 25,000/- (to each injured person) 03 "C” Grievous injuries due to bullet/splinter/blast during operation leading to hospitalization for more than 2 weeks without causing permanent disability. Rs. 50,000/- (to each injured person) 04 "D” Grievous injuries in action during operational duties leading to hospitalization and permanent disability. Rs. 1,00,000/- (to each injured person) not be adjusted with other payments. PART-iv Details of financial assistance admissible to nok of personnel killed in action from CRPF and Govt. (a) Liberalized Pensionary Award (LPA) Amount equal to emoluments last drawn. For life or until re-marriage of widow (b) Ex-Gratia (Central) (i) Rs. 45 lakh. Death occurring during enemy action war or such war like engagement which are specifically notified by Ministry of Defence and death occurring during evacuation of Indian Nationals from a war-torn zone in foreign country. (ii) Rs. 35 lakh. Death occurring while on duty in the specified high altitude, inaccessible border posts etc on account of natural disasters extreme weather conditions etc. (iii) Rs. 35 lakh. Death occurring in border skirmishes and action against militants, terrorists, extremists sea pirates. (iv) Rs. 25 lakh Death in the course of performance of duties attributaed to acts of violence by terrorists, anti social elements etc.. (v) Rs. 25 lakh Death occurring due to accidents in course of performance of duties. (c) Ex-Gratia (State) As per admissibility Details mentioned in PART-XII of this booklet. (d) Death-cum-retirement gratuity (i) less than one year service Two times of emoluments. (ii) One year or more but less than 5 years service. Six times of emoluments. (iii) 5 years or more but less than 20 years service. 12 times of emoluments. (iv) 20 years or more service. Half of emoluments for every completed 6 monthly period of qualifying service subject to max. of 33 times of emoluments. (Max. Rs.10 lakh) (e) Leave encashment Earned leave maximum -300 days Last pay drawn + Grade Pay + D.A on date of retirement/quitting service. (l) Medical allowance Rs.300/-p.m. For life. Note: Pensioners who are not covered under CGHS/CPMF areas are only entitled to grant amount of Rs. 300/- towards fixed Medical allowance. PART-V Central Police Canteen 1. The Govt/MHA has accorded approval for 'Central Police Canteen System' (CPC) to all CPFs and issued guidelines for establishment of Central Police Canteen System. The Hon'ble Home Minister Shri Shivraj V.Paitl has inaugurated the first Central Police Canteen on 27/11/06 at 0930 Hrs at BSF HQR location, CGO Complex, Lodhi Road, New Delhi. 2. The Central office of CPC consisting 26 Officers/Staff attached from various forces has started its functioning in CRPF HQrs, CGO Complex, New Delhi. Further 'Central Administrative Committee' (CAC) under the Chairman ship of ADG, BSF with 5 IsGP and FA of BSF as members has been constituted as monitoring committee over Purchase Committee and CPC System. Further a Purchase committee under the chairmanship of IGP (Adm), CRPF and five others members has been constituted for price negotiation and fixing rates of items with various companies/firms. 3. In CRPF 45 Group Centres/Training institutions/RAF Units have been declared as Master Canteens and remaining GCs/Offices and units i.e. 557 declared as Subsidiary Canteens. A booklet of CPC is printed and circulated to all Master as well as Subsidiary canteens. PART-VI Welfare And Rehabilitation Board MHA has constituted Welfare And Rehabilitation Board (WARB) to fullfill the needs of Ex CPFs personnel, NOKs and separated families. I. Objectives Of Warb : 1. Rules governing final payment on retirement are yet to be finalized by the Government. However the following benefits extended to force personnel/NOKs covered by the New Pension Scheme on provisional basis till further orders: I.Retirement from Government service on invalidation not attributable to Government duty: i.Invalid pension calculated in terms of Rule 38 and Rule 49 of the CCS (Pension) Ruls, 1972. ii.Retirement gratuity calculated in terms of Rule 50 of the CCS (Pension) Rules, 1972. II.Death in service not attributableto Government duty: i.Family Pension (including enhanced family pension) computed in terms of Rule 54 of the CCS (Pension) Rules, 1972. ii.Death gratuity computed in terms of Rule 50 of the CCS (Pension) Rules, 1972. PART-VIII Activities Undertaken By Crpf Wives' Welfare Association (CWWA) i.Social Concern : CWWA has undertaken various initiatives taken in the field of education of children, adult literacy programme, extra earning for the family through Family Welfare Centres, development in managerial skills, rehabilitation of widows/disabled, vocational training to family members of force personnel etc. besides certain socio-cultural programmes. Other specific welfare activities like computer education, adult literacy, lectures and seminars of Health consciousness, stress management, care of girl child etc. The objective of these welfare activities is not only to supplement the income of CRPF families but also to enhance the standard of living and level of their awareness. These welfare activities are very helpful for CRPF families in making them self-reliant as well as enhancing their self-confidence. It goes a long way to achieve women empowerment. ii.Awareness Campaign Against The Menace Of Hiv/Aids : Association has launched a 'Peer Led Intervention Project' for reducing the risk of HIV/AIDS, was undertaken at six Group Centres in which two female peer educators were remunerated with an honorarium of Rs.2000/-each per month for creating mass awareness among the force personnel and their families for a period of 14 months (2006-07). Association has set up a '24 hours toll free help line' on HIV/AIDS, Drug Abuse, Welfare schemes of CRPF etc. (There is a provision to register their grievance, if any through this help line for early settlement) with the help of UNAIDS for the awareness of the Force personnel and their families as a welfare measure. CWWA's Toll Free Help Line was dedicated to the Force on 22nd August 2007 to resolve their issues and problems by dialing the number 18 00 11 21 11. The counselee has the privilege to get the response either in Hindi or English. iii.Awareness On Alcohol And Drug Abuse : Association has organized a number of workshops, seminars and periodic lectures at various locations across the country at the Regional CWWA Centres, conduct de-addiction programme for chronic alcoholic personnel in the NCR with the help of SPYM during February 2006. iv.Adult Literacy Programme And Children's Education : The volunteers of Regional CWWA Committees organized free tuition classes for the students of 10th and 12th standard. The adult literacy programmes were also organized at all CWWA Regional Centres for the families of Force personnel as well as for the civilian population. Association is also imPARTing the basic computer training to the wards of personnel as well as their families. v.Health & Family : The Regional CWWA Committees are always assisting the local health authorities in Polio Eradication Programme. The representatives of CWWA are also encouraging the personnel and their family members for blood donation. PART-IX Miscellaneous 1. Brief detail regarding allotment of govt. CRPF has purchased 1776 quarters one room tenements constructed by DDA at Sector-16 (B), Dwarka, New Delhi which have subsequently been converted into 36 Nos. four room quarters for Officers and SOs, and 816 Nos. two room quarters for allotment to CRPF personnel (Ors) for meeting requirement of separated family accommodation at NCR Delhi. Canteen/Co-operative may be opened in community centre block utilizing a 2 room set Qtr on normal rent it it is a commercial activity and continuation of building branch in Dwarka premises. 02 Nos 9. 2 room set quarters earmarked as DG reserve 50 Nos Total Nos. of Qtrs. 852 Nos 2. Declaring Crpf Hospitals As Govt Hospitals In Cghs Covered Areas: Ministry of Health vide their memo no. S.11011/6/96-CGHS(P) dated 4th Feb, 2008 have declared CRPF hospitals located in CGHS covered areas as "Govt. Hospitals" for the purpose of referral for specialized treatment at CGHS recognized private hospitals if such referral is made by the CRPF medical officers of the rank of DIG and above. This was a long cherished goal which has come through. CGHS facility has been extended to all CRPF personnel posted in the CGHS covered areas throughout the country vide Ministry of Health & Family Welfare DePARTment of Health & Welfare OM No. S. 11016/02/2011-CGHS (P) dated 22/8/2012. 3. Treatment In Aiims Without Prior Permission / Approval From DePARTment Ministry of Health vide their OM No.S.14025/40/40/2007.MS dated 27/12/2007 have decided that CS (MA) beneficiaries can avail treatment/facilities in All India Institute of Medical Science (AIIMS) without any prior permission or approval from concerned dePARTment/Ministry. The reimbursement of expenditure incurred for such treatment will be done from the concerned dePARTment/Ministry as per the rates of AIIMS and as per entitlement of the beneficiary. 4. Introduction Of Project 'Sanjeevani' For Relief Of Force Personnel And Their Spouses From Stress : A Project named 'Sanjeevani' has been introduced in CRPF. This project aims to organize an interactive course for jawans at the Group Centre near to their native place where spouse can also PARTicipate as a learner as well as a facilitator. It has been designed to generate intermittent relief from stress ridden work situation, recuperation in happy situation, enabling family to manage the affairs well during long absence of the jawan when he is deployed in hard & inaccessible risk/prone areas, capacity building to undertake the stress and strains of a separated family life and developing stress reduction capability. In other was it has been designed to provide family integrative & interactive programme for capacity building in spouses to face stress in a better way and convert it in to positive advantage. The details of course is available in Circular Order No.5/2007. 5. Financial Powers To Commandants For Construction/Erection Of Toilets At Coy/Unit Location Under Minor Works : Commandants of CRPF's GD Bns are authorised to exercise powers upto Rs.10,000/- in each case subject to Rs.25,000/- per annum for carrying out Minor Works in their unit locations. 6. Art Of Living Course 'Art of living' course was introduced in the force for reduction in stress level and to enhance general well being of the force personnel. Initially, 200 Coys of CPFs preferably deployed in J&K and NES were to undergo the course. Initially, during 206, 64 coys of CRPF deployed in J&K and NE Sector had undergone the course. The above course is being organized/imPARTed by Vyakti Vikas Kendra, New Delhi. As per the feed back report from the sectors, the course is having a positive impact on the jawans and as such, MHA had recommended that the course is to be continued during coming years. As on date, out of 170 coys allotted to CRPF, approximately 154 coys have completed the same and remaining coys are also being put through the course. 7. Concessions To Recipient Of Gallantry Medals i.Medal Allowances - Rs. 1500/- PPMG & Rs.900/- PMG. ii.Ist Class/II AC Sleeper Complimentary Card Pass. The passes will be issued by the Office of the Divisional Railway Manager and Headquarters office of the Railway on receipt of an application on plain paper from the recipients of Gallantry Award. iii.Municipal Corporation of Delhi vide their resolution No.471 passed in Adjourned special meeting held on 14/2/2000 has exempted Police Gallantry Medal Awardees from payments of House Tax in respect of self occupied property subject to the certain conditions. iv.Ministry of Finance vide their notification No.SO.1048 (E) dated 24/11/2000 exempted income Tax to the recipients of Gallantry Medals under sub clause (i) of clauses (18) of Section 16 of Income Tax Act, 1961. v.75% discount in Air journeys on Indian Air lines in economy class. vi.Concessional Telephone facilities (BSNL) to PPMG awardees. The following concession in residential telephone to these recipients will be available :- a.Registration under N-OYT-Special Category. b.No registration fee c.No installation fee d.No rental charges. VII.50% concession (To Male Recipients and 60% Concession to female recipients ) in basic Mail/Express fares of all classes and in the fares of Rajdhani/Shatabdi trains to the recipients of President's Police Medal for Distinguished Service who attain the age of 60 years of age and above, is available on the production of Identity Cards issued by Ministry of Home at the time of purchase of tickets and during journey when demanded by Railway officials for inspection/verification. 8. Declaration And Continuation Of Base Points For Commencement And Termination Of Leave The following transit camps of CRPF declared as base points for termination and commencement of leave subject to a review by the MHA at the appropriate time.: - S/No Base Point Approved Facility Approved 1 Guwahati For CRPF personnel in respect of personnel deployed in Assam & Meghalaya. 2 Dimapur For the personnel of CRPF of all units deployed in Manipur and Nagaland. 3 Silchar For the personnel deployed in Mizoram. 4 Dharmanagar and Guwahati (for CRPF personnel only during period of disruption in railway traffic) For the personnel of units/SHQ/Ftr HQrs deployed in State of Tripura. 5 Jammu For the units/SHQs/Ftr Hqrs deployed in the State of J&K. 6 Raipur For the personnel in respect of personnel deployed in Chhattisgarh. 11. Issue Of Medical Identity Card For Treatment In CPO Composite Hospitals MHA/GOI has decided to extend the medical facility to all CPMF (Including IB) personnel and their family members as available in any of the Composite Hospital irrespective of parent organization i.e either from CRPF or from any other CPMF (Including IB) Composite Hospital. For this purpose CPMF Members Family Medical Identity Card has been printed and distributed to all level of CRPF for further distribution to Force personnel. CRPF personnel and their eligible family members on production of CPMF Members family medical I/Card may avail the medical facility available in any of the CPMF Composite Hospitals directly for treatment, irrespective of their Force affiliation. 12. Passenger Reservation System (Prs) Counter/ Railway Reservation Counter Passenger Reservation system (PRS) Counter has been inaugurated on 04/04/2008 at Group Centre, CRPF, Srinagar location and same is the first such system in CRPF/CPMFs. The PRS counter will be manned by CRPF personnel who have been trained by Railway Staff. All Officers/men of units deployed in Kashmir Valley can get reservation done from above counter. The timings of above counter will be from 0900-1300 Hrs and from 1330-1630 Hrs on week days. On Sunday it will operate from 0900-1300 HRs only. 13. Reservation Of Seats For Wards Of Cpmfs Personnel Belonging To Odisha State Govt of Orissa, Industries DePARTment vide their letter No.V.TTI.235/2000-2065/I, Bhubaneswar dated 19-20/01/2001 has intimated that 02 seat in each Government Engineering colleges, 02 seats in each private Engineering college (Free seat) and 01 seat in ITT, Choudwar, 08 seats in all Government Medical Colleges in MBBS (On roster basis) and 01 seat in dental wing of the SCP Medical colleges have been kept reserved for the wards/children/spouses of Armed force personnel, Ex-Servicemen/Para-Military personnel of Orissa State (Serving/retired/Deceased). 14. Suitable benefits on the lines of the benefits extended to the Ex-Servicemen of Defence Forces will be extended. PART-X Retirement Benefits Of CRPF Personnel From Central Government (Applicable for personnel appointed upto 31/12/2003) 'The Central Reserve Police Force Family Accommodation Rules, 2008' Guidelines for allotment and occupation of family quarters in Central Reserve Police Force. 1. Preamble Broad outlines on the subject matter were issued vide this Directorate General letter No. A.II-2/75-Adm.3(Vol.3) dated 24th April 1981 and subsequent instructions from time to time. The position and condition about availability and occupation of family quarters has changed considerably since 1981. Keeping this in view and large expansion of Force and to eliminate certain anomalies being experienced, following guidelines are issued on allotment and occupation of family quarters in CRPF with immediate effect. Segregation of administrative functions of allotment, cancellation of allotment etc., of family accommodation from the judicial functions of Estate Officers of CRPF Static institutions and constitution of a separate House Management Committee for every CRPF Campus to decide the cases of allotment, occupation, retention, extension, cancellation of allotment etc., of quarters to various categories of personnel has been examined in depth with reference to "Public Premises (Eviction of Unauthorized Occupants) Act, 1971" and other allied instructions and in consultation with Law Branch of this Directorate General. At present, Estate Officers of CRPF Static institutions and GCs are appointed through a notification issued by MHA under the provision of section 3 of "The Public Premises (Eviction of unauthorized occupants) Act, 1971". The Estate Officer has the powers of civil court under Code of Civil Procedure, 1908 in respect of following matters :- A.Summoning and enforcing attendance of any person and examining him on oath; B.Requiring the discovery and production of documents; C.Any other matter which may be prescribed. The objective of appointment of Estate Officer is for the purpose of eviction, recovery of rent, assessment of damages on account of use and occupation etc. However, allotment and retention of family quarters in GC campuses and other locations are administrative functions and are subject to scrutiny by Senior Officers. 2. Short Title And Commencement 1.In order to streamline the system of allotment of family quarters and its occupation thereof and keeping in view the existing GOI guidelines and dePARTmental instructions issued from time to time, the following Rules are hereby framed; 2.These rules may be called 'The Central Reserve Police Force Family Accommodation Rules, 2008'. 3.These rules shall come into force with immediate effect. 3. Housing Management Committee (Hmc) (1) Constitution and composition of HMC- To ensure transparency and prevent any malpractices, there shall be a committee styled as "The Housing Management Committee" consisting of the various members as mentioned below. General conditions for constitution of committee will be as under :- 1.A Housing Allotment Committee for each location shall be constituted by the DIG with the approval of its IG. 2.The DIG of Group Centre shall be the President of the committee, and the next senior most officer at the Station will be the Vice President of the committee. In the absence of the President, the Vice President shall preside over the committee meeting. 3.The Gazetted officer in charge of the building branch of the CRPF locations shall be the Member-Secretary of the committee. 4.A Gazetted Officer (Exe.), a Medical Officer, a Subordinate Officer, a Ministerial Staff, an other rank and an Enrolled Follower each will be members of the committee. 5.The RGS of the Signal detachment shall also be a member of the committee. 6.The Committee will have representation from all the Offices present at the Station in one rank or other. 7.The committee may co-opt any other personnel as members for a PARTicular meeting only. The persons whose cases pertaining to accommodation are under consideration of the committee shall not attend that PARTicular meeting. 8.The period of the committee will be for six months. After every six months, the members of the committee will be rotated as per guidelines. Fortnightly HMC meetings may be conducted for speedy allotment, extension, retention, change, cancellation and vacation etc., of the quarters to various categories of personnel as per instructions. The quorum for the meeting of the committee shall be 3/4th of the total members other than co-opted. 9.The decisions of the Committee shall be by majority opinion of the members other than co-opted. The proceedings and decisions of the Committee meeting shall be jointly signed by the President, the Vice President and the Member-Secretary and circulated to all Static offices situated at the Station. (2) The DIG Group Centre of the location shall frame suitable detailed Station Allotment Rules taking into account all the requirements at the location. He shall apportion the available quarters among the Static Offices, Bns, attached Bns and local Units equitably in ratio of their sanctioned strength. This will have to be approved by the Static location's IG. The local IG and DIG of the Unit may exercise their powers to allot accommodation for any specific purpose not covered in these rules but essential for efficient functioning of the Campus. (3) The Housing Management Committee will discharge its function according to the approved rules on the subject and its decision will be subject to approval of the DIG. All the matters pertaining to allotment & cancellation of quarters, recovery of licence fee, imposition of market rent and representation of each individual about accommodation etc., will be considered by the committee depending on the nature and circumstances of each case. (4) On the basis of the decision taken by the committee, the Estate Officer shall act and proceed further under "The Public Premises (Eviction of unauthorized occupants) Act, 1971". (5) Letter of allotment, cancellation, recovery of licence fee & market rent etc., on the direction of HMC is to be issued by the Estate Officer. 4. Authorization i.The authorization of residential accommodation as approved by Govt. is placed at Appendix-A. The allotments should conform to it. ii.Guidelines for allotment of accommodation to Signal and Training Staff have been shown in appendix-B. iii.Family quarters will be allotted from the overall waiting list so that every needy person of the force can avail the facility of CRPF family accommodation at any GC / Location iv.Family quarter will be allotted for a period of 3 years or for the period of the stay of allottee in the PARTicular station whichever is earlier. For this purpose, a waiting list of such personnel who are desirous to keep their families shall be maintained and allotment of the quarter will be done strictly according to the priority in waiting list. The HMC may in very selective cases recommend an out of turn allotment. Such cases should be extremely rare. v.CMOs/SMOs may be allotted higher type of quarters (i.e Type-V and VI) subject to availability and no quarters should be kept vacant. vi.Entitlement in respect of Rank and File of combatized and non-combatized Min. Staff will be according to their corresponding ranks/status. vii.Those who desire to occupy a lower type of accommodation than their normal entitlement may do so, if otherwise in order and permitted by the HMC. But the liability of paying license fee, wherever, applicable, will be according to the rules and no reduction thereof will be permissible. viii.Keeping in view educational prospects of the wards of force personnel and other peculiar family problems being faced by them, minimum period of allotment of CRPF quarter will be 03 years extendable upto 05 years by the GCOs 07 years by the Sector IsG and beyond it by DG in special circumstances. ix.Personnel posted to J&K/NE Region / LWE areas are allowed to retain the family quarters till their actual posting in these areas. x.All GCOs/Estate officers will initiate the proceedings under Public Premises (Eviction of Unauthorized Occupants) Act 1971 only after obtaining confirmation from Sector IG that no such application is pending for decision 5. Conditions And General Rules 1.All allotments made and the waiting list that should be drawn up after every allotment meeting shall be put up on the notice boards, websites etc., in the offices. This will bring about required transparency in the system. 2.The Gazetted Officer in charge of the building branch of the concerned Static office shall maintain waiting lists on a day-to-day basis in running registers in battalion office and rank wise separately. The allotment of quarters shall be on the basis of the seniority of applications received by the I/C of the building branch of the concerned Static office. In case there is more than one application received on the same date, the seniority of applicants shall be on the basis of inter-se-seniority (that is, the date of joining in the respective office). 3.For GOs normally the criteria would be the date of reporting at a station, but if they all reach at one and the same time, then inter-se-seniority of which the married officer will get the preference. 4.Five type-II and five type-I Special quarters will be kept reserve for allotment on emergent/compassionate grounds according to the merits to be recommended/decided by HMC. 5.Quarters earmarked for attached Bns but lying vacant may be utilized by the Static offices/resting Bn personnel. In such cases the allotment shall be with the condition that in case application of a person belongs to attached unit, the former shall be liable to vacate the quarter on one month's notice. Before issuing notices to such personnel, formal approval and recommendations of HMC should be obtained. 6.On the direction of HMC, The Estate Officer may allot vacant quarters to the staff of Dte/IGP/DIG Office or personnel belonging to the attached Bns of other GCs where construction of family quarter are yet to be started/completed. 7.The Sector IGP would be competent to declare any building not in use as Officers/SOs messes(annexe) for providing accommodation to single GOs & SOs, if sufficient single officers accommodation is not available in the Officers' Mess or SOs' Mess, as the case may be and charge assessed license fee for the portion or 10% of one's emoluments whichever is less according to Standing order No. 6/77 read with SO 11/2001. No license fee will however be recovered from personnel entitled to rent free accommodation. 8.No member of the Force shall bring family without prior permission of the Station HOO and his own HOO. In case the allottee's family does not occupy the quarter within one month from the date of the allotment, the allotment shall stand cancelled and for the next such allotment he shall be relegated by 3 months. However, in the event of circumstances beyond his control, his case will be decided on merits by the HMC. 9.The meaning of 'Family' shall be as per the provisions contained in para 7.17.3 of the GC & Bn Officers Manual. As such only the allottee and their family members can reside in the family quarters. However, in exceptional cases, concerned HOO may permit any other dependent relative or other person to reside with allottee in CRPF quarters. Widows of Force personnel shall be treated separately and on permission of HOO, her relatives can be allowed to stay in the family quarters. 10.An officer to whom a residence has been allotted shall maintain the residence and premises in a clean and hygienic condition and shall be responsible for any damage beyond the fair wear and tear caused thereto and to fixtures or pieces of furniture, if any, provided therein by the Govt. 11.On the direction of HMC, the Estate Officer may cancel the allotment of family quarter if the conduct of the allottee of any of his family member is found un-becoming. Similarly, based on direction of HMC, the Estate Officer may cancel the allotment at any time in the interests of discipline. All cases of indiscipline/misconduct and breach of allotment rules either, on the PART of the allottee, or his family members will be dealt with by the HOO of the parent unit if present at location otherwise by the Station HOO irrespective of the unit to which the defaulter is posted and brought before HMC if cancellation of quarter is proposed. The cancellation of quarters on account of indiscipline etc., by HMC will be subject to approval by DIG. 12.On the direction of HMC, the Estate Officer can declare an individual who commits breach of rules and conditions to be ineligible for allotment of residential accommodation for a period not less than 6 months but not exceeding one year. 13.No person will be allotted a quarter within a period of three years from the date of vacation of the quarter earlier allotted to him. This condition or period will, however, be relaxable if quarters are available and no one is awaiting his turn on the waiting list. 14.In the event of influx of duty/resting Bn in a Static location the duration of allotment of quarters may be modified by special order to be issued by the DIGP. On the issuance of such orders the Estate Officer will immediately stop further allotment of quarters from the waiting list and issue vacation notices to GOs, SOs and other ranks in the order of priority of occupation of quarter at that PARTicular station, with a view to provide a due share to the duty/resting Bn. 15.After the expiry of the prescribed period, the allottee shall be required to vacate the quarter subject to exemption laid down below unless decided otherwise by the HMC for reasons to be recorded in writing. (i) Gorkhas (With home at their native place) - 1 year (ii) Gorkhas (Without home at their native place) - 2 year (iii) Family members suffering : Till cured and recommended by the Medical Officer that the patient is capable of undertaking journey to his from chronic diseases home town without any risk. (iv) Family members required to : Till cured and recommended by the Medical Officer that the patient is capable of undertaking journey to hisbe operated upon or recently home town without any risk. operated. (v) Delivery Cases : May be given extension if the expected date of delivery is less than three months on the date of completion of the normal prescribed period till the new born baby has attained the age of 3 months. (vi) Education of the children : Till the closing of the then current academic session. 16.The personnel allowed to stay in the hired accommodation outside the lines will not be entitled to the amenities provided to the personnel staying in the campus. However, they will be paid normal house rent allowance as per the existing rules/instructions on the subject and compensation in lieu of rent free accommodation to the extent of percentage fixed by the Govt. 17.The residence allotted to an employee may be retained on specific direction of HMC on the happening of any of the events mentioned below for the period specified against each provided that the residence is required for the bonafide use of the officer or members of his family. (i) Transfer Two Months. (ii) Resignation/dismissal/ removal/termination One month on payment of normal License fee. (iii) Desertion May be dealt with by the Comdt./HOO on merit. (iv) Death of the allottee (a)12 months on payment of normal license fee. (b) In case any of the children of the deceased are studying in school in the station and the family has to stay back to complete examination beyond the period mentioned in iv(a) the quarter may further be allowed to be retained by the family till the end of the then current academic session. (v) Retirement/ invalidation 2 months on payment of normal license fee & further 2 months on payment of twice the normal license fee without submitting medical certificate or certificate from Educational authorities. Further retention of two Months on payment of four Times the normal license fee and subsequent two months on payment of six times the normal license fee shall also be permissible on medical/Educational grounds. (vi) Leave preparatory to retirement/terminal ment of unavailed portion of EL on superannuation/retirement For the full period of earned leave subject to maximum of 4 leave/period of encash- months inclusive of the period permissible in case of retirement on payment of normal license fee. (vii) On proceeding on foreign service inIndia(Deputation) 2 months 18.In special circumstances the period prescribed above vide sub item (16) & (18) may be further relaxed with the prior approval of DIGP. This concession should be deemed to be an extra ordinary one & may rarely if ever be exercised. 19.Family quarters may not be allotted to Officers and Staff not in service. The family quarters available in a Static location are basically meant to cater to the need of serving Officers/Staff of the CRPF offices, its attached Bns and local units. 20.Family quarter should be allotted to a person only when he is keeping his family or desires to do so. The condition of para-4 (Appendix-A) shall be relaxed in respect of Ministerial and Hospital staff (Combatized and non-combatized) to the extent of their entitled percentage. 21.Minimum period of allotment to entitled category will be 3 years (three academic sessions). 22.The Senior Medical Officer, the lady doctor and the Nursing Staff will not be required to follow the term of 3 years and will be provided married accommodation during their entire stay in the GC/Station. However, the un-married Nursing Staff will be housed in the Nursing Hostel where-ever constructed. 23.The families of personnel who are posted in GC/resting Bn and have been transferred to attached Bn of the respective GC & vice versa may be allotted/permitted to retain quarter by exchanging the quota of their previous office with the quota of the present office, depending on the merit of the case. Such permission be granted only to the maximum extent of 5 years. 24.(i) If the family of an individual who is in occupation of a quarter remains away for a short period say not more than one month it will not amount to his not keeping the family. (ii) As a policy, we should not encourage single men living in family lines and such loners be accommodated in the single-men-barrack accommodation. (iii) Sharing of quarter is strictly prohibited in the family lines, but on application and direction of HMC after due scrutiny, the Estate Officer may allow this to families in very rare cases where good grounds exist to do so, mainly owing to paucity of accommodation. (iv) An officer shall be considered to be in occupation of residence when he proceeds on leave, course or temporary duty for short duration unless the competent authority otherwise directs. Normally the allottee shall be considered to be in occupation of residence during the period of his posting in that PARTicular station unless the allotment is changed or suspended by the competent authority due to other factors to be recorded in writing. 25.Sanction for retention of accommodation at the last place of posting by Officers and non-gazetted combatized personnel upon their posting to J&K and NE Region conveyed vide MHA OM No. F-23014/14/96-Adm-III/BSF/PF-I dated 18.2.2002 (issued vide this Directorate General letter No. A.II-2/03-Adm-I(Vol-8) dated 5.3.02) shall be strictly adhered to. However, one of the conditions laid down for such retention in the said OM is that all cases for retaining of the house will be subject to specific permission of the DG. On administrative grounds, the power of DG for grating such specific permission to retain the house at the last place of posting on transfer of the personnel to J&K and NE Region is delegated to the ADG NZ, EZ and all Sector IsG. 26.Allotment of quarters from the Bn quota will be made by the HMC on the recommendation of the concerned Unit Commandant. A waiting list for the Bn quota will be kept in the Static Office as well as in the concerned Bn. 27.In case any quarter of the quota earmarked to a PARTicular Bn is lying vacant, the same may be allotted by the Estate Officer to the other personnel as per the directions of HMC. But in case, there is a request/demand from the personnel of said attached Bn, Estate Officer will have to be given quarter against his Bn quota on the directions of HMC and the person occupying the quarter out of the Bn quota will be required to vacate the quarter as per orders which are explained below. 28.A Bn person keeping the quarter in the Static location will not be asked to vacate his quarter even after completion of 3 years period, unless the quarter is required for any person of the same Bn. 29.The instructions contained in Standing Order No. 9/2002 regarding family line maintenance fund shall be scrupulously followed. The HMC shall recommend the utilization of family line maintenance fund. The Estate Officer shall take action as per the directions of HMC strictly in accordance with all extant instructions on the subject. 30.Every year a number of CRPF personnel lay their lives fighting terrorists/extremists and on the line of duty leaving behind their young widows and children. Many of the widows want to stay in Group Centre locations for education of their children and due to non-availability of own house. As a welfare measure and to meet the housing requirement of CRPF widows, all the Group Centre shall earmark two quarters Type-I/Type-I Special quarters as " Nirmal Sadan" for allotment to the widows of the CRPF personnel. The Nirmal Sadan should be allotted only to those widows who are in dire need of accommodation. The conditions for allotment of these quarters will be as under :- (i) Priority – The following will be the order of priority for allotment of Nirmal Sadan :- a. The widow whose husband was killed in terrorist action and her children are studying in Secondary and Senior Secondary Classes. b. The widow whose husband was killed on the line of duty and her children are studying in Secondary and Senior Secondary Classes. c. The widow whose husband was killed in terrorist action and she is in dire need of accommodation. d. The widow whose husband was killed on line of duty and is in dire need of accommodation. (ii) Licence Fee & other charges - Licence fee and electricity & water charges as applicable to Force personnel will be charged. (iii) Period of allotment - The Nirmal Sadan will be allotted to the widow on year to year extension basis but not exceeding three years. Every year each case will be reviewed critically and extension will be considered considering the dire need of the widow. (iv) Vacation - The accommodation will be got vacated after giving notice. In case the widow fails to vacate the accommodation even after giving notice, the prescribed vacation process, under rules will be followed as per direction of HMC. 30.The HMC should ensure that no quarter is kept vacant. 31.DIGs of all Static locations will frame Station house allotment rules based on above guidelines with the approval of the IG and issue the same to the subordinate offices concerned. 32.33. GCOs / HOOs shall not grant outliving permission to the personnel when family quarters of entitled type are lying vacant at the PARTicular station. 6. Recovery Of License Fee a.The officers and men not entitled to rent free accommodation when allotted residential accommodation shall be charged license fee as per rules prescribed by the Central Govt. b.The license fee will be recovered from the allottee by the drawing and disbursement officers through the pay bill in respect of NGOs and by the P&AO in respect of GOs. The order indicating the rate of license fee, and the dates from which it is to be charged will be notified by Head of Office and copy endorsed to the P&AO in case of GOs. c.Govt. Servants who are allotted residential accommodation free of rent as their condition of services may be permitted to enjoy the rent free concession while on leave only upto a maximum period of one month subject to the condition that the officer concerned is likely to return to the post from which he proceeded on leave. Where, however, the period of leave granted to such an employee exceeds one month and the officer concerned is permitted to retain the residence by the competent authority/HOO during such period, the usual rent in accordance with the rules in force shall be recovered for the period of leave beyond one month. In this connection, GOI, Ministry of Works, Housing & Supply OM No. W.II.82(8)/53 dated 28.5.1954 and other instructions issued from time to time shall be applicable. d.Consequent on allotment having been cancelled, the un-authorized occupation of the quarter shall result in realization of rent at the market rates fixed by the Estate Officer in consultation with CPWD besides other damages for unauthorized use and occupation of the residence. A member of the Force so unauthorizedly occupying a residence shall also be liable to disciplinary action on the recommendation of HMC. e.The water and electricity charges in respect of family accommodation will be promptly charged as per bill received from the State authority and paid before the last date. The water and electricity charges including meter charges in respect of family accommodation allotted for temporary period, say not less than one month, may be determined by detailing a board of Officers who will work out the water and electricity charges based on the average consumption of past one year in a PARTicular category of accommodation in consultation with CPWD authorities to arrive at reasonable conclusion. It will also be ensured by all unit/offices that water/Electricity charges for the accommodation placed under them and allotted to their staff are regularly collected and deposited in the appropriate head of the State authorities in consultation with the respective Static offices to facilitate timely settlement of bills and to avoid unnecessary correspondence. 7. Family Accommodation Allowance Family Accommodation allowance @ Rs.700/- p.m (i.e 10% of the minimum of PB-1 (4500-125-7000) + Grade Pay of Rs.1800) to all the CPMF personnel (including GOs) who are eligible for either rent free accommodation/HRA and CILQ PART-XIV Financial Planning By Jawans/Noks Of Deceased Personnel Every serving personnel should be aware about various investment schemes introduced by Central/State Governments/Banks/Post Office/ Insurance Companies etc and they may invest the earnings in various schemes in proper manner to secure their future. Welfare Officers of Group Centres/Units have already been directed to update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they should advise personnel for proper financial planning. However following few guidelines are issued for financial planning by personnel: ·It is very essential to draw up a budget based on income/salary of person and budget will help to spend less than salary. Once the budget is ready, we will have on hand a ready reckoner which will give us a detailed record of income and expenditure. We will have complete picture of where every paisa has gone. ·Every personnel should maintain a separate file or folder for all financial matters like accounts and taxes, if they want to enjoy sound financial health. ·Whatever income of a personnel, just set by a little amount every month as compulsory savings. "Little drops of water make the mighty ocean". ·Set clear financial goals. If we want to save enough to buy a home, afford at least one holiday or buy own vehicle, the beginning of career is best starting point. ·Beware of credit card and other debts. Remember that interest rates on loans are exorbitant and we will end up paying huge amounts if we are not careful. Pay up debts and never let them accumulate. We have to be especially careful about credit cards which will tempt to spend and lead to definite disaster. ·There is one sphere that we have to be really wary about as it can send all our careful budgeting for a big toss. We are talking here of impulse spending where we end up buying something that attracted that moment but was not what we really needed. ·Always be careful about what we put our signature to. Read every thing fully before sign, be it an agreement or contract. We never know what lies between the lines. Ignore this and we will be in trouble. ·Try to avoid doing things that might become addictive and which may lead to ruin. We are talking here of gambling, addiction to drugs or smoking all of which are highly dangerous and a drain on our finances. ·Never let your money sit idle when it can multiply and earn more. Discuss with agents and work out the investment model which suits to personnel best. This way our money will be active and not sit wasted in some basic savings account. ·Never trust an unknown agent who might call and make tall promises about doubling money in record time. While they might end up with fat commissions for investing our money in dud financial instruments, we will end up with nothing. ·Never jump into something without doing proper and thorough home work. Study the market well if you want to enter it. ·Try to avoid speculation and gambling. Whenever we receive or hear of super hot tips, we might be tempted to speculate, but it would do good to remember that when that stock crashes, all our money goes with it. ·Once we are adept at studying market trends, use our common sense to identify solid instruments whose prices keep climbing. Some instruments might have a phenomenal climb, but always remember that the market corrects itself and what goes unnaturally high must also come down. Learn to divest of the instruments at the right moment and have no regrets. ·Always consult professional if we are in any doubt. ·Be aware of all the money transactions and take note of how much are the outgoings by way of fees for all the trading. This will prevent from taking expensive decision that may backfire on us. In addition to above, Welfare Officers of GCs/Units should advise NOKs/Dependents of deceased personnel to invest the dues/amount received by them in various investment schemes in proper manner to settle their liabilities and to secure future of their growing children. Welfare Officers of Group Centres and Units should update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they may keep ready reckoner for advising serving personnel as well as NOKs of deceased personnel for proper financial planning to secure their future. PART-XV Other Welfare Schemes Ac- III Tier Rail Coaches For Capfs MHA has conveyed the approval of the competent authority for attachment of AC-III tier extra coaches in four trains on regular basis for the personnel of CAPFS throughout the year for a period of one year vide their UO note no. 27013/30/2010/PF.IV dated 11/01/2013 and same has been operative w.e.f. 16/05/2013. Standing Operating Procedure 1. General There is a requirement of Standing Operating Procedure (SOP) for earmarking/attachment of Railway Coaches ( AC-III Tiers) that is to be provided by Ministry of Railways for the Officers/Jawans of CAPF personnel. Accordingly, the Standing Operating Procedure is prepared as follows:- 2. Reference Ministry of Railways, Railway Board, letter No.TC-II/2221/11/VIP dated 30th Aug 2012 and Ministry of Home Affairs UO No.27013/30/2010-PF.IV dated 11th Jan 2013. 3. Aim The aim of this Standing Operating Procedure is to streamline the procedure adopted for smooth operations of dedicated Railway Coaches attached for the personnel of CAPFs in 4 Trains and healthy coordination between the CAPFs for optimum capacity utilization for the benefits of the troops. Co-Ordinating/Nodal Agency Local deployed CAPFs will be responsible for coordinating with Railway authorities and various other CAPFs for smooth conduct of the coach operations and management of passengers as per quota. Accordingly different CAPFs are given responsibility for providing Force Nodal Officers/Nodal Officers in various locations as follows:- (i) Guwahati SSB (ii) Bikaner BSF (iii) Kolkata BSF (iv) Delhi CRPF (v) Jammu BSF (vi) Chennai CISF (vii) Mangalore CISF (viii) Deharadun ITBP (ix) Trivendrum CRPF (x) Amritsar BSF (b) (i)Force Nodal Officer (FNO) will be assisted by one SO (Inspr/SI) who will be the Nodal Officer (NO) and one NCO each from other CAPFs wherever available. (ii) Transit Nodal Officer will also be detailed at the major intermittent Rly Stations by the CAPFs whose deployment in the indentified routes of four trains exists. (iii)These Nodal Officers will be in proper uniform to recognize as well as to show their identity in the CAPF coach. Responsibility and Management of Troops by Force Nodal Officer (FNO), Nodal Officer (NO) and Transit Nodal Officer (TNO). i.Receipt and dispatch of all troops by NO. ii.Respective NO will arrange for the accommodation in the transit camp and transport from the transit accommodation to Railway Station for the troops including their luggage. iii.FNO will liaise with the Railway authority and undertake all activities iv.involved in the movement of the coaches. v.FNO will liaise with NOs and collect the list of troops for dePARTure 24 hours in advance. vi.FNO will prepare the Passenger Manifest and transmit the same to the Station Manager of Railway Station. vii.NO will brief the troops about the do's and don'ts of Rail travel. viii.FNO will collect the authority of traveling and hand them to the NO. ix.NO will distribute the tickets/authority of travel among the troops and ensure that the troops are sent well ahead of time to the Railway Station. x.NO will also report no-shows to the FNO and will also propose alternate troops as passengers for inclusion in the passenger Manifest by the FNO. xi.NO will document all cases of no-shows and cases requiring disciplinary action and inform the concerned controlling HQrs for taking necessary action. xii.After dePARTure of train, combined passenger manifest will be circulated to BSF as well as concerned CAPFs by respective nodal agency on the same day through fax for record. xiii.FNO/NO will also liaise with Transit Nodal Officer detailed by respective CAPFs at various major intermittence Rly Stations for convenience of troops and coordination with other CAPFs. Screening/Documentation/Passengers Manifest a.The list of passengers including their regimental No, Rank, Name, Unit/HQ, Sex, age, date of journey, journey from-to, name of boarding station, details of onwards journey, Mobile number, address etc. should be provided to the Nodal Officer by each CAPF at least ten days in advance which will be compiled and the combined Manifest will be provided to Station Manager 24 hours prior to dePARTure of train, at the respective Railway Stations. b.In most emergent cases the last change may be informed to Station Manager by NO at respective Railway Station five to four hours before the scheduled time of the train. However, reserve passengers will be considered again the vacant berth. c.A list will be prepared in respect of each individual for availing rail coach at the Unit/HQ in the format at (a) above which will be produced to the OC transit Camp/FNO while requisitioning for the berth. d.Persons intends to avail this facility, will approach to concerned HQ or nodal Officer thorough telephone/ SMS , from where the trains will originate to get the berth reserved on availability of berth at least 03 days in advance in the format at (a) above. e.Person who wants to board at intermediate stations, will also approach to concerned HQ or Force Nodal Officer & Nodal Officer from where the trains will originate for reservation of berth in the format at (a) above. Office Space, Telephone Number And Mobile Number Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs. a.Space to the Force Nodal Officer and his team at Railway Station may be provided by CAPFs of Nodal Agency/Railway authority. b.Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs. Ticket & Reporting Time A list of passengers who will commute the journey will be provided by the Force Nodal Officers to the Station Manager and on the basis of this list, Nodal Officers will collect the authority of traveling in earmarked coaches from Station Manager at Railway Station one day prior to the date of journey in the shape of Token, Coupon and boarding pass or any authority provided by Station authority. 10 Security Check All passengers are required to carry their laminated Identity Cards for identification. All passengers will undergo the security check at the platform and luggage screening as per the procedure of Railway. 11 Check In/Check Out All passengers will undergo normal procedure of check-in and check-out routine of Railway as is done for civilian passengers. Railway will provide the authority for travel in earmarked coach to all passengers checking in as per the list/manifest provided to them. The troops will occupy the earmarked berths allotted to them to avoid any confusion/delay in train. 12. Luggage Restrictions Passengers are allowed to carry only 40 Kgs per head as free luggage. Articles such as Gas cylinder, Stove, Kerosene oil/Diesel/Patrol, Match box, explosive items and contraband prohibited under N.D.P.S Act 1985 shall not be permitted to be carried on board. The passengers are advised not to carry such items with them to avoid inconvenience/embarrassment while screening/checking of luggage and any likely delay while boarding. Passengers are responsible for carrying their own baggage and conduct "X" ray checking under the supervision of security staff and also identifying their baggage before boarding. 13. Machanism For Payment The entire amount of coaches is being paid by BSF to concerned Zonal Railway Authorities in advance after sharing the amount from other CAPFs as per terms and condition of FTR of Railway. The personnel availing this facility must not be issued any railway warrant. 14. Modification Any modifications/changes in the Standing Operating Procedure may be carried out in consultation with other CAPFs and Railway Authority, if desired to make it functionally more effective and convenient to follow. Special Instructions To The Passengers-Troops Discipline a.Troops are to be briefed thoroughly by Force Nodal Officer regarding their conduct during journey. In case of any misconduct on their PART, necessary disciplinary action would be initiated against such personnel by the competent authority of respective CAPFs. b.All personnel will be in possession of laminated I/Card and movement order/leave certificate, as the case may be. c.As their needs are being addressed to by the FNO and NO they should be patient and behave properly irrespective of their rank. d.All passenger-troops will occupy only the allotted berths. e.Due attention will be paid to instructions of railways to be adopted in the event of emergency. f.All Nodal Agencies will depute their own rep of the rank of SI/ASI initially for a one month from the date of attachment of coaches who will travel in the coaches in proper uniform to assist the troops and to maintain discipline enroute. The rep will also liaise and coordinate with T.T.E for any assistance enroute. 16.Conclusion The Standing Operating Procedure has been framed keeping in view the functional requirement of operating the railway coaches. It is expected that all CAPFs and Railway authority will co-operate in smooth functioning of railway coaches a success. d.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 1000/- per month.
e.Scholarship amount Rs. 27,000/- p.a. to Girls and Rs. 24,000/- p.a. to boys from ‘Prime Minister Scholarship Scheme’ to wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp.
D. Welfare Of Families Of Deceased Personnel
Following assistance is rendered from regimental funds in addition to the entitlements from the Govt.
a Immediate Financial Assistance.
Immediate financial assistance to NOK in death cases has been increased from Rs. 20,000/- to Rs. 50,000/- w.e.f. 01/01/2016. This amount will be paid immediately by the concerned office/unit/institution and thereafter Rs. 30,000/- will be recouped/returned to office/unit/institution from CWF Directorate General.
Financial Assistance of Rs. 5,00,000/- from CWF (w.e.f. 01/11/2021)
Financial assistance of RS 1,00,000/- Only to the daughter and sister of martyrs and deceased personnel at the time their marriage
b Educational Scholarships.
c.Compassionate appointments of wards in deserving cases.
d.Priority in allotment of gas agencies/Petrol pumps from Petroleum Ministry (out of 8% quota reserved for CPMF personnel).
e.75% concession in 2nd Class rail fares for widows of Policemen killed in action against terrorists and extremists.
g.Reservation of seats in polytechnics in Delhi.
h.Police Memorial Fund Scholarship Scheme. This Scholarship will be awarded to the wards of CAPFs, who killed on duty for the grant of scholarship for pursuing professional courses like MBBS, BE, B.Tech, MBA, MCA etc. @ Rs. 15,000/- p.a. and other general academic university courses viz BSc, B.Com, MSc, MA, etc. @ Rs. 5,000/- p.a. on regular basis in various disciplines. Total number of scholarship under both the categories would be 15 (Professional-5 & General University Courses-10). In case more than 15 applications are received, merit will determine the grant of scholarship.
i.Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs. 300/- per month.
j.Help in remarriage of young widows through CWWA.
k.Observance of family welfare day every year.
l.Scholarship amount Rs.27000/- p.a to Girls and Rs.24,000/- p.a to boys from 'Prime Minister Scholarship Scheme' to widows and wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp.
PART-ii
Regimental Funds
Following Regimental Funds are maintained in CRPF.
i.To meet the expenses incurred on the entertainment or purchases effected for the welfare of the Unit personnel.
ii.To extend immediate monetary assistance to the members or their families in the event of death, serious injury or sickness requiring prolonged and expensive treatment.
iii.To advance loans not exceeding one and half months basic pay at 6% simple interest to members for marriages in the family/house repairs, liquidation of debts, serious illness in the family, to incur expenditure at the time of admission of their children or any other purpose considered good and sufficient by the Managing Committee of the Fund.
iv.To sanction pay advance limited to one month's basic pay to those members who are not receiving pay for more than last 2 months or who have to proceed on duty just before the receipt of their pay. Also to sanction TA advance in emergent cases.
v.To grant advances to meet urgent and immediate requirements of the detachments.
vi.To meet expenditure on Cinema, TV, Video Films, entertainment programmes etc.
vii.To meet expenditure on account of purchase of essential sports items.
viii.To meet expenditure on religious functions to the minimum extent as approved by the Unit Welfare Committee.
ix.To meet expenditure on account of payment of monthly band allowances to the band personnel, wherever band exists in the GC/Unit/institutions. Wherever the expenditure on account of band instruments, uniforms and on personnel cannot be met from the government fund, this fund would be utilized for such purposes.
x.To meet the expenditure on account of purchase of essential requirements for various Messes of the Unit with due approval of the Unit Welfare Committee.
xi.To meet expenditure on any other welfare measure which are not covered in these rules and are considered suitable and justified by the CRPF Unit Welfare Committee.
xii.To meet expenditure on exhibition of the films through projectors for the recreation of the members of the Force.
1.Families (NOKs) of members who may die while in service,
2.Members of the Fund during sickness / hospitalization when no leave is at the credit of the member and member does not get any leave salary or allowances from Government,
3.Members in distress or in dire need of financial assistance caused by the factors beyond the control.
b Donation/grants/repayable advances to :-
i.Any establishment / Unit of the CRPF including newly raising ones, for messes or any other welfare activities intended to promote the welfare of CRPF personnel / Force.
ii.Encourage sports and recreational facilities at Unit / Force level.
iii.Any Charitable Organization and Educational Institutions/Academy of repute, as a Goodwill gesture.
iv.Advances to the member for treatment of self or family members in emergent cases, to provide assistance in distress or dire need in specific cases caused by the factors beyond control of the members and for other purposes, in extreme emergency.
(c)Any other objective as defined by the Governing Body
1.The families of the members of the Force who die while in service.
2.The members of the Force who are invalidated out from service and
3.The member of the Force who retire/are retired/discharged/ dismissed/removed from the Force.
E Special Relief Fund
1. 'Special Relief Fund' has been created in this Directorate General, with the grant sanctioned by Govt. of India out of National Defence Fund and is governed by Central Welfare Fund Rules. Grant received from the Govt. had been invested with Nationalized Banks/Post Office and interest received on the deposits was being utilized for the welfare of force personnel through Education Fund/ Central Welfare Fund.
2. Thereafter, it was decided that the Corpus would be kept intact as per the MHA guidelines and the interest component should be kept with Special Relief Fund to be used for providing suitable financial assistance to retired in cases of acute illness.
3. Governing Body of Funds decided that a committee may examine the cases of financial assistance quarterly and take suitable decision. Accordingly, a permanent committee consisting of the following members is, hereby, constituted: -

4. The above committee will meet quarterly and decide the cases of financial assistance after scrutiny of the cases. The committee would submit its recommendation to Director General, whose decision would be final. The assistance (grant) will be provided from Special Relief Fund as under: -
i.For treatment of specific diseases of self and spouse of retired personnel once in a life time on the principle of rarest of rare case the ceiling assistance has been increased from Rs 50,000/- to Rs 1,00,000/- wef 26/04/2019 per case.

Note : 1 -The subscription of January in respect of officers will be sent to Force Officers' Mess every year in the same month i.e. January.

Financial Benefits from CWF
A Financial Assistance Eligible To The Nok Of Deceased Force Personnel
(Except Dcrg, Gpf, And Leave Encashment)
1 Natural Death, Suicide & other Death w.e.f. 01/11/2021
(i) Risk Fund
Rs. 20,00,000/-(60% to NOK, 25% to parents and 15% to Children)
1. 15% share will be distributed equally among all children of the martyres/deceased Govt. Servent.
2. The Share of Children will be in the form of Fixed Deposit till the child attains 18 years which will be done by the respective nearest GC.
3. If NOK has no child in such situation the share will be distributed in the ratio of 50% -50% between NOK and parents as earlier.
4. If parents of deceased are not alive, their share may be paid to wife of the deceased.
5. If wife is not alive, her share may be distributed between children.
6. If deceased is not survived with wife and children, full share may be paid to parents.

--> Deficit amount beyond Govt. grant provided for fitment of good quality of artificial limb to the personnel who have lost their limbs during action.This benefit now extended to the officers/personnel who lost their body parts in cases other than action i.e accidents while on duty/leave.Pre-2015 cases may not be considered for financial assistance .However, financial assistance on subsequent occasions for replacement of old artificial limbs may be considered on a case to case basis as per the recommendations of the Director(Medical)Dte.

Central Police Canteen
1. The Govt/MHA has accorded approval for 'Central Police Canteen System' (CPC) to all CPFs and issued guidelines for establishment of Central Police Canteen System. The Hon'ble Home Minister Shri Shivraj V.Paitl has inaugurated the first Central Police Canteen on 27/11/06 at 0930 Hrs at BSF HQR location, CGO Complex, Lodhi Road, New Delhi.
2. The Central office of CPC consisting 26 Officers/Staff attached from various forces has started its functioning in CRPF HQrs, CGO Complex, New Delhi. Further 'Central Administrative Committee' (CAC) under the Chairman ship of ADG, BSF with 5 IsGP and FA of BSF as members has been constituted as monitoring committee over Purchase Committee and CPC System. Further a Purchase committee under the chairmanship of IGP (Adm), CRPF and five others members has been constituted for price negotiation and fixing rates of items with various companies/firms.
3. In CRPF 45 Group Centres/Training institutions/RAF Units have been declared as Master Canteens and remaining GCs/Offices and units i.e. 557 declared as Subsidiary Canteens. A booklet of CPC is printed and circulated to all Master as well as Subsidiary canteens.

Welfare And Rehabilitation Board
MHA has constituted Welfare And Rehabilitation Board (WARB) to fullfill the needs of Ex CPFs personnel, NOKs and separated families.
I. Objectives Of Warb :
1. Welfare Activities And Grievance Redressal :-
a.Redressal of Grievances of retired CPFs personnel and NOKs of deceased received from various sources.
b.Compilation of data of retirement benefit in respect of all retirees.
c.Compilation of data of all terminal dues in respect of deceased force personnel.
d.To work as principal advisory body to Home Ministry in the matters of welfare of NOKs & retired personnel.
e.To work in collaboration with NGOs for benefits of retired force personnel & NOKs.

b.Employment to widows/NOKs in CPFs and Private Sector.
d.Arrangement of in-house and professional counselling in self-employment and alternate employment.

Pensionary Benefits In New Pension Scheme For New Entrants To Central Govt Services
New Pension Scheme is applicable to all Central Government servants who are appointed on or after 1/1/2004. Rules governing final payment on retirement are yet to be finalized by the Government. However the following benefits extended to force personnel/NOKs covered by the New Pension Scheme on provisional basis till further orders:
I.Retirement from Government service on invalidation not attributable to Government duty:
i.Invalid pension calculated in terms of Rule 38 and Rule 49 of the CCS (Pension) Ruls, 1972.
ii.Retirement gratuity calculated in terms of Rule 50 of the CCS (Pension) Rules, 1972.
II.Death in service not attributableto Government duty:
i.Family Pension (including enhanced family pension) computed in terms of Rule 54 of the CCS (Pension) Rules, 1972.
ii.Death gratuity computed in terms of Rule 50 of the CCS (Pension) Rules, 1972.
III.Discharge from Government service due to disease/injury attributable to Government duty:
i.Retirement gratuity computed in terms of the CCS (Extraordinary Pension) Rules read with Rule 50 of the CCS (Pension) Rules, 1972.

IV.Death in service attributable to Government duty:

Activities Undertaken By Crpf Wives' Welfare Association (CWWA)
i.Social Concern :
CWWA has undertaken various initiatives taken in the field of education of children, adult literacy programme, extra earning for the family through Family Welfare Centres, development in managerial skills, rehabilitation of widows/disabled, vocational training to family members of force personnel etc. besides certain socio-cultural programmes. Other specific welfare activities like computer education, adult literacy, lectures and seminars of Health consciousness, stress management, care of girl child etc. The objective of these welfare activities is not only to supplement the income of CRPF families but also to enhance the standard of living and level of their awareness. These welfare activities are very helpful for CRPF families in making them self-reliant as well as enhancing their self-confidence. It goes a long way to achieve women empowerment.
ii.Awareness Campaign Against The Menace Of Hiv/Aids :
Association has launched a 'Peer Led Intervention Project' for reducing the risk of HIV/AIDS, was undertaken at six Group Centres in which two female peer educators were remunerated with an honorarium of Rs.2000/-each per month for creating mass awareness among the force personnel and their families for a period of 14 months (2006-07).
Association has set up a '24 hours toll free help line' on HIV/AIDS, Drug Abuse, Welfare schemes of CRPF etc. (There is a provision to register their grievance, if any through this help line for early settlement) with the help of UNAIDS for the awareness of the Force personnel and their families as a welfare measure. CWWA's Toll Free Help Line was dedicated to the Force on 22nd August 2007 to resolve their issues and problems by dialing the number 18 00 11 21 11. The counselee has the privilege to get the response either in Hindi or English.
iii.Awareness On Alcohol And Drug Abuse :
Association has organized a number of workshops, seminars and periodic lectures at various locations across the country at the Regional CWWA Centres, conduct de-addiction programme for chronic alcoholic personnel in the NCR with the help of SPYM during February 2006.
iv.Adult Literacy Programme And Children's Education :
The volunteers of Regional CWWA Committees organized free tuition classes for the students of 10th and 12th standard. The adult literacy programmes were also organized at all CWWA Regional Centres for the families of Force personnel as well as for the civilian population. Association is also imPARTing the basic computer training to the wards of personnel as well as their families.
v.Health & Family :
The Regional CWWA Committees are always assisting the local health authorities in Polio Eradication Programme. The representatives of CWWA are also encouraging the personnel and their family members for blood donation.

2. Declaring Crpf Hospitals As Govt Hospitals In Cghs Covered Areas:
Ministry of Health vide their memo no. S.11011/6/96-CGHS(P) dated 4th Feb, 2008 have declared CRPF hospitals located in CGHS covered areas as "Govt. Hospitals" for the purpose of referral for specialized treatment at CGHS recognized private hospitals if such referral is made by the CRPF medical officers of the rank of DIG and above. This was a long cherished goal which has come through.
CGHS facility has been extended to all CRPF personnel posted in the CGHS covered areas throughout the country vide Ministry of Health & Family Welfare DePARTment of Health & Welfare OM No. S. 11016/02/2011-CGHS (P) dated 22/8/2012.
3. Treatment In Aiims Without Prior Permission / Approval From DePARTment
Ministry of Health vide their OM No.S.14025/40/40/2007.MS dated 27/12/2007 have decided that CS (MA) beneficiaries can avail treatment/facilities in All India Institute of Medical Science (AIIMS) without any prior permission or approval from concerned dePARTment/Ministry. The reimbursement of expenditure incurred for such treatment will be done from the concerned dePARTment/Ministry as per the rates of AIIMS and as per entitlement of the beneficiary.
4. Introduction Of Project 'Sanjeevani' For Relief Of Force Personnel And Their Spouses From Stress :
A Project named 'Sanjeevani' has been introduced in CRPF. This project aims to organize an interactive course for jawans at the Group Centre near to their native place where spouse can also PARTicipate as a learner as well as a facilitator. It has been designed to generate intermittent relief from stress ridden work situation, recuperation in happy situation, enabling family to manage the affairs well during long absence of the jawan when he is deployed in hard & inaccessible risk/prone areas, capacity building to undertake the stress and strains of a separated family life and developing stress reduction capability. In other was it has been designed to provide family integrative & interactive programme for capacity building in spouses to face stress in a better way and convert it in to positive advantage. The details of course is available in Circular Order No.5/2007.
5. Financial Powers To Commandants For Construction/Erection Of Toilets At Coy/Unit Location Under Minor Works :
Commandants of CRPF's GD Bns are authorised to exercise powers upto Rs.10,000/- in each case subject to Rs.25,000/- per annum for carrying out Minor Works in their unit locations.
6. Art Of Living Course
'Art of living' course was introduced in the force for reduction in stress level and to enhance general well being of the force personnel. Initially, 200 Coys of CPFs preferably deployed in J&K and NES were to undergo the course. Initially, during 206, 64 coys of CRPF deployed in J&K and NE Sector had undergone the course. The above course is being organized/imPARTed by Vyakti Vikas Kendra, New Delhi. As per the feed back report from the sectors, the course is having a positive impact on the jawans and as such, MHA had recommended that the course is to be continued during coming years. As on date, out of 170 coys allotted to CRPF, approximately 154 coys have completed the same and remaining coys are also being put through the course.
7. Concessions To Recipient Of Gallantry Medals
i.Medal Allowances - Rs. 1500/- PPMG & Rs.900/- PMG.
ii.Ist Class/II AC Sleeper Complimentary Card Pass. The passes will be issued by the Office of the Divisional Railway Manager and Headquarters office of the Railway on receipt of an application on plain paper from the recipients of Gallantry Award.
iii.Municipal Corporation of Delhi vide their resolution No.471 passed in Adjourned special meeting held on 14/2/2000 has exempted Police Gallantry Medal Awardees from payments of House Tax in respect of self occupied property subject to the certain conditions.
iv.Ministry of Finance vide their notification No.SO.1048 (E) dated 24/11/2000 exempted income Tax to the recipients of Gallantry Medals under sub clause (i) of clauses (18) of Section 16 of Income Tax Act, 1961.
v.75% discount in Air journeys on Indian Air lines in economy class.
vi.Concessional Telephone facilities (BSNL) to PPMG awardees. The following concession in residential telephone to these recipients will be available :-

9. Admissibility of free conveyance to the next of kin of personnel of para-military forces on seriously ill/dangerously ill lists.
Govt extended facility of free conveyance to next of kin to visit members of CAPFs (BSF, CRPF, ITBP and Assam Rifles) placed in seriously ill/dangerously ill list or to attend funeral ceremony within Indian limits in case of death while in service in Jammu and Kashmir, Himachal Pradesh, Assam, Nagaland, Manipur, Tripura and North Border districts of Uttar Pradesh (now Uttaranchal), Mizoram, Sikkim and Arunachal Pradesh, subject to the fulfilment of the conditions prescribed.

11. Issue Of Medical Identity Card For Treatment In CPO Composite Hospitals
MHA/GOI has decided to extend the medical facility to all CPMF (Including IB) personnel and their family members as available in any of the Composite Hospital irrespective of parent organization i.e either from CRPF or from any other CPMF (Including IB) Composite Hospital. For this purpose CPMF Members Family Medical Identity Card has been printed and distributed to all level of CRPF for further distribution to Force personnel. CRPF personnel and their eligible family members on production of CPMF Members family medical I/Card may avail the medical facility available in any of the CPMF Composite Hospitals directly for treatment, irrespective of their Force affiliation.
12. Passenger Reservation System (Prs) Counter/ Railway Reservation Counter
Passenger Reservation system (PRS) Counter has been inaugurated on 04/04/2008 at Group Centre, CRPF, Srinagar location and same is the first such system in CRPF/CPMFs. The PRS counter will be manned by CRPF personnel who have been trained by Railway Staff. All Officers/men of units deployed in Kashmir Valley can get reservation done from above counter. The timings of above counter will be from 0900-1300 Hrs and from 1330-1630 Hrs on week days. On Sunday it will operate from 0900-1300 HRs only.
13. Reservation Of Seats For Wards Of Cpmfs Personnel Belonging To Odisha State
Govt of Orissa, Industries DePARTment vide their letter No.V.TTI.235/2000-2065/I, Bhubaneswar dated 19-20/01/2001 has intimated that 02 seat in each Government Engineering colleges, 02 seats in each private Engineering college (Free seat) and 01 seat in ITT, Choudwar, 08 seats in all Government Medical Colleges in MBBS (On roster basis) and 01 seat in dental wing of the SCP Medical colleges have been kept reserved for the wards/children/spouses of Armed force personnel, Ex-Servicemen/Para-Military personnel of Orissa State (Serving/retired/Deceased).

15. Designating The Retired Central Armed Police Force Personnel As "Ex-Central Armed Police Force Personnel (Ex-Capf Personnel)
All retired Central Armed Police Force Personnel have designated as "Ex-Central Armed Police Force Personnel ( Ex-CAPF personnel) vide GOI, MHA (Police Division-II) office memorandum No. 27011/100/2012-R&W dated 23/11/2012. Suitable benefits on the lines of the benefits extended to the Ex-Servicemen of Defence Forces will be extended.

Guidelines for allotment and occupation of family quarters in Central Reserve Police Force.
1. Preamble
Broad outlines on the subject matter were issued vide this Directorate General letter No. A.II-2/75-Adm.3(Vol.3) dated 24th April 1981 and subsequent instructions from time to time. The position and condition about availability and occupation of family quarters has changed considerably since 1981. Keeping this in view and large expansion of Force and to eliminate certain anomalies being experienced, following guidelines are issued on allotment and occupation of family quarters in CRPF with immediate effect.
Segregation of administrative functions of allotment, cancellation of allotment etc., of family accommodation from the judicial functions of Estate Officers of CRPF Static institutions and constitution of a separate House Management Committee for every CRPF Campus to decide the cases of allotment, occupation, retention, extension, cancellation of allotment etc., of quarters to various categories of personnel has been examined in depth with reference to "Public Premises (Eviction of Unauthorized Occupants) Act, 1971" and other allied instructions and in consultation with Law Branch of this Directorate General.
At present, Estate Officers of CRPF Static institutions and GCs are appointed through a notification issued by MHA under the provision of section 3 of "The Public Premises (Eviction of unauthorized occupants) Act, 1971". The Estate Officer has the powers of civil court under Code of Civil Procedure, 1908 in respect of following matters :-
A.Summoning and enforcing attendance of any person and examining him on oath;
B.Requiring the discovery and production of documents;
C.Any other matter which may be prescribed.
The objective of appointment of Estate Officer is for the purpose of eviction, recovery of rent, assessment of damages on account of use and occupation etc. However, allotment and retention of family quarters in GC campuses and other locations are administrative functions and are subject to scrutiny by Senior Officers.
2. Short Title And Commencement
1.In order to streamline the system of allotment of family quarters and its occupation thereof and keeping in view the existing GOI guidelines and dePARTmental instructions issued from time to time, the following Rules are hereby framed;
2.These rules may be called 'The Central Reserve Police Force Family Accommodation Rules, 2008'.
3.These rules shall come into force with immediate effect.
3. Housing Management Committee (Hmc)
(1) Constitution and composition of HMC-
To ensure transparency and prevent any malpractices, there shall be a committee styled as "The Housing Management Committee" consisting of the various members as mentioned below. General conditions for constitution of committee will be as under :-
1.A Housing Allotment Committee for each location shall be constituted by the DIG with the approval of its IG.
2.The DIG of Group Centre shall be the President of the committee, and the next senior most officer at the Station will be the Vice President of the committee. In the absence of the President, the Vice President shall preside over the committee meeting.
3.The Gazetted officer in charge of the building branch of the CRPF locations shall be the Member-Secretary of the committee.
4.A Gazetted Officer (Exe.), a Medical Officer, a Subordinate Officer, a Ministerial Staff, an other rank and an Enrolled Follower each will be members of the committee.
5.The RGS of the Signal detachment shall also be a member of the committee.
6.The Committee will have representation from all the Offices present at the Station in one rank or other.
7.The committee may co-opt any other personnel as members for a PARTicular meeting only. The persons whose cases pertaining to accommodation are under consideration of the committee shall not attend that PARTicular meeting.
8.The period of the committee will be for six months. After every six months, the members of the committee will be rotated as per guidelines. Fortnightly HMC meetings may be conducted for speedy allotment, extension, retention, change, cancellation and vacation etc., of the quarters to various categories of personnel as per instructions. The quorum for the meeting of the committee shall be 3/4th of the total members other than co-opted.
9.The decisions of the Committee shall be by majority opinion of the members other than co-opted. The proceedings and decisions of the Committee meeting shall be jointly signed by the President, the Vice President and the Member-Secretary and circulated to all Static offices situated at the Station.
(2) The DIG Group Centre of the location shall frame suitable detailed Station Allotment Rules taking into account all the requirements at the location. He shall apportion the available quarters among the Static Offices, Bns, attached Bns and local Units equitably in ratio of their sanctioned strength. This will have to be approved by the Static location's IG. The local IG and DIG of the Unit may exercise their powers to allot accommodation for any specific purpose not covered in these rules but essential for efficient functioning of the Campus.
(3) The Housing Management Committee will discharge its function according to the approved rules on the subject and its decision will be subject to approval of the DIG. All the matters pertaining to allotment & cancellation of quarters, recovery of licence fee, imposition of market rent and representation of each individual about accommodation etc., will be considered by the committee depending on the nature and circumstances of each case.
(4) On the basis of the decision taken by the committee, the Estate Officer shall act and proceed further under "The Public Premises (Eviction of unauthorized occupants) Act, 1971".
(5) Letter of allotment, cancellation, recovery of licence fee & market rent etc., on the direction of HMC is to be issued by the Estate Officer.
4. Authorization
i.The authorization of residential accommodation as approved by Govt. is placed at Appendix-A. The allotments should conform to it.
ii.Guidelines for allotment of accommodation to Signal and Training Staff have been shown in appendix-B.
iii.Family quarters will be allotted from the overall waiting list so that every needy person of the force can avail the facility of CRPF family accommodation at any GC / Location
iv.Family quarter will be allotted for a period of 3 years or for the period of the stay of allottee in the PARTicular station whichever is earlier. For this purpose, a waiting list of such personnel who are desirous to keep their families shall be maintained and allotment of the quarter will be done strictly according to the priority in waiting list. The HMC may in very selective cases recommend an out of turn allotment. Such cases should be extremely rare.
v.CMOs/SMOs may be allotted higher type of quarters (i.e Type-V and VI) subject to availability and no quarters should be kept vacant.
vi.Entitlement in respect of Rank and File of combatized and non-combatized Min. Staff will be according to their corresponding ranks/status.
vii.Those who desire to occupy a lower type of accommodation than their normal entitlement may do so, if otherwise in order and permitted by the HMC. But the liability of paying license fee, wherever, applicable, will be according to the rules and no reduction thereof will be permissible.
viii.Keeping in view educational prospects of the wards of force personnel and other peculiar family problems being faced by them, minimum period of allotment of CRPF quarter will be 03 years extendable upto 05 years by the GCOs 07 years by the Sector IsG and beyond it by DG in special circumstances.
ix.Personnel posted to J&K/NE Region / LWE areas are allowed to retain the family quarters till their actual posting in these areas.
x.All GCOs/Estate officers will initiate the proceedings under Public Premises (Eviction of Unauthorized Occupants) Act 1971 only after obtaining confirmation from Sector IG that no such application is pending for decision
5. Conditions And General Rules
1.All allotments made and the waiting list that should be drawn up after every allotment meeting shall be put up on the notice boards, websites etc., in the offices. This will bring about required transparency in the system.
2.The Gazetted Officer in charge of the building branch of the concerned Static office shall maintain waiting lists on a day-to-day basis in running registers in battalion office and rank wise separately. The allotment of quarters shall be on the basis of the seniority of applications received by the I/C of the building branch of the concerned Static office. In case there is more than one application received on the same date, the seniority of applicants shall be on the basis of inter-se-seniority (that is, the date of joining in the respective office).
3.For GOs normally the criteria would be the date of reporting at a station, but if they all reach at one and the same time, then inter-se-seniority of which the married officer will get the preference.
4.Five type-II and five type-I Special quarters will be kept reserve for allotment on emergent/compassionate grounds according to the merits to be recommended/decided by HMC.
5.Quarters earmarked for attached Bns but lying vacant may be utilized by the Static offices/resting Bn personnel. In such cases the allotment shall be with the condition that in case application of a person belongs to attached unit, the former shall be liable to vacate the quarter on one month's notice. Before issuing notices to such personnel, formal approval and recommendations of HMC should be obtained.
6.On the direction of HMC, The Estate Officer may allot vacant quarters to the staff of Dte/IGP/DIG Office or personnel belonging to the attached Bns of other GCs where construction of family quarter are yet to be started/completed.
7.The Sector IGP would be competent to declare any building not in use as Officers/SOs messes(annexe) for providing accommodation to single GOs & SOs, if sufficient single officers accommodation is not available in the Officers' Mess or SOs' Mess, as the case may be and charge assessed license fee for the portion or 10% of one's emoluments whichever is less according to Standing order No. 6/77 read with SO 11/2001. No license fee will however be recovered from personnel entitled to rent free accommodation.
8.No member of the Force shall bring family without prior permission of the Station HOO and his own HOO. In case the allottee's family does not occupy the quarter within one month from the date of the allotment, the allotment shall stand cancelled and for the next such allotment he shall be relegated by 3 months. However, in the event of circumstances beyond his control, his case will be decided on merits by the HMC.
9.The meaning of 'Family' shall be as per the provisions contained in para 7.17.3 of the GC & Bn Officers Manual. As such only the allottee and their family members can reside in the family quarters. However, in exceptional cases, concerned HOO may permit any other dependent relative or other person to reside with allottee in CRPF quarters. Widows of Force personnel shall be treated separately and on permission of HOO, her relatives can be allowed to stay in the family quarters.
10.An officer to whom a residence has been allotted shall maintain the residence and premises in a clean and hygienic condition and shall be responsible for any damage beyond the fair wear and tear caused thereto and to fixtures or pieces of furniture, if any, provided therein by the Govt.
11.On the direction of HMC, the Estate Officer may cancel the allotment of family quarter if the conduct of the allottee of any of his family member is found un-becoming. Similarly, based on direction of HMC, the Estate Officer may cancel the allotment at any time in the interests of discipline. All cases of indiscipline/misconduct and breach of allotment rules either, on the PART of the allottee, or his family members will be dealt with by the HOO of the parent unit if present at location otherwise by the Station HOO irrespective of the unit to which the defaulter is posted and brought before HMC if cancellation of quarter is proposed. The cancellation of quarters on account of indiscipline etc., by HMC will be subject to approval by DIG.
12.On the direction of HMC, the Estate Officer can declare an individual who commits breach of rules and conditions to be ineligible for allotment of residential accommodation for a period not less than 6 months but not exceeding one year.
13.No person will be allotted a quarter within a period of three years from the date of vacation of the quarter earlier allotted to him. This condition or period will, however, be relaxable if quarters are available and no one is awaiting his turn on the waiting list.
14.In the event of influx of duty/resting Bn in a Static location the duration of allotment of quarters may be modified by special order to be issued by the DIGP. On the issuance of such orders the Estate Officer will immediately stop further allotment of quarters from the waiting list and issue vacation notices to GOs, SOs and other ranks in the order of priority of occupation of quarter at that PARTicular station, with a view to provide a due share to the duty/resting Bn.
16.The personnel allowed to stay in the hired accommodation outside the lines will not be entitled to the amenities provided to the personnel staying in the campus. However, they will be paid normal house rent allowance as per the existing rules/instructions on the subject and compensation in lieu of rent free accommodation to the extent of percentage fixed by the Govt.
17.The residence allotted to an employee may be retained on specific direction of HMC on the happening of any of the events mentioned below for the period specified against each provided that the residence is required for the bonafide use of the officer or members of his family.
(i) Transfer
Two Months.
(ii) Resignation/dismissal/ removal/termination
One month on payment of normal License fee.
(iii) Desertion
May be dealt with by the Comdt./HOO on merit.
(iv) Death of the allottee
(a)12 months on payment of normal license fee. (b) In case any of the children of the deceased are studying in school in the station and the family has to stay back to complete examination beyond the period mentioned in iv(a) the quarter may further be allowed to be retained by the family till the end of the then current academic session.
(v) Retirement/ invalidation
2 months on payment of normal license fee & further 2 months on payment of twice the normal license fee without submitting medical certificate or certificate from Educational authorities. Further retention of two Months on payment of four Times the normal license fee and subsequent two months on payment of six times the normal license fee shall also be permissible on medical/Educational grounds.
(vi) Leave preparatory to retirement/terminal ment of unavailed portion of EL on superannuation/retirement
For the full period of earned leave subject to maximum of 4 leave/period of encash- months inclusive of the period permissible in case of retirement on payment of normal license fee.
(vii) On proceeding on foreign service inIndia(Deputation)

18.In special circumstances the period prescribed above vide sub item (16) & (18) may be further relaxed with the prior approval of DIGP. This concession should be deemed to be an extra ordinary one & may rarely if ever be exercised.
19.Family quarters may not be allotted to Officers and Staff not in service. The family quarters available in a Static location are basically meant to cater to the need of serving Officers/Staff of the CRPF offices, its attached Bns and local units.
20.Family quarter should be allotted to a person only when he is keeping his family or desires to do so. The condition of para-4 (Appendix-A) shall be relaxed in respect of Ministerial and Hospital staff (Combatized and non-combatized) to the extent of their entitled percentage.
21.Minimum period of allotment to entitled category will be 3 years (three academic sessions).
22.The Senior Medical Officer, the lady doctor and the Nursing Staff will not be required to follow the term of 3 years and will be provided married accommodation during their entire stay in the GC/Station. However, the un-married Nursing Staff will be housed in the Nursing Hostel where-ever constructed.
23.The families of personnel who are posted in GC/resting Bn and have been transferred to attached Bn of the respective GC & vice versa may be allotted/permitted to retain quarter by exchanging the quota of their previous office with the quota of the present office, depending on the merit of the case. Such permission be granted only to the maximum extent of 5 years.
25.Sanction for retention of accommodation at the last place of posting by Officers and non-gazetted combatized personnel upon their posting to J&K and NE Region conveyed vide MHA OM No. F-23014/14/96-Adm-III/BSF/PF-I dated 18.2.2002 (issued vide this Directorate General letter No. A.II-2/03-Adm-I(Vol-8) dated 5.3.02) shall be strictly adhered to. However, one of the conditions laid down for such retention in the said OM is that all cases for retaining of the house will be subject to specific permission of the DG. On administrative grounds, the power of DG for grating such specific permission to retain the house at the last place of posting on transfer of the personnel to J&K and NE Region is delegated to the ADG NZ, EZ and all Sector IsG.
26.Allotment of quarters from the Bn quota will be made by the HMC on the recommendation of the concerned Unit Commandant. A waiting list for the Bn quota will be kept in the Static Office as well as in the concerned Bn.
27.In case any quarter of the quota earmarked to a PARTicular Bn is lying vacant, the same may be allotted by the Estate Officer to the other personnel as per the directions of HMC. But in case, there is a request/demand from the personnel of said attached Bn, Estate Officer will have to be given quarter against his Bn quota on the directions of HMC and the person occupying the quarter out of the Bn quota will be required to vacate the quarter as per orders which are explained below.
28.A Bn person keeping the quarter in the Static location will not be asked to vacate his quarter even after completion of 3 years period, unless the quarter is required for any person of the same Bn.
29.The instructions contained in Standing Order No. 9/2002 regarding family line maintenance fund shall be scrupulously followed. The HMC shall recommend the utilization of family line maintenance fund. The Estate Officer shall take action as per the directions of HMC strictly in accordance with all extant instructions on the subject.
30.Every year a number of CRPF personnel lay their lives fighting terrorists/extremists and on the line of duty leaving behind their young widows and children. Many of the widows want to stay in Group Centre locations for education of their children and due to non-availability of own house. As a welfare measure and to meet the housing requirement of CRPF widows, all the Group Centre shall earmark two quarters Type-I/Type-I Special quarters as " Nirmal Sadan" for allotment to the widows of the CRPF personnel. The Nirmal Sadan should be allotted only to those widows who are in dire need of accommodation. The conditions for allotment of these quarters will be as under :-
(i) Priority – The following will be the order of priority for allotment of Nirmal Sadan :-
a. The widow whose husband was killed in terrorist action and her children are studying in Secondary and Senior Secondary Classes.
b. The widow whose husband was killed on the line of duty and her children are studying in Secondary and Senior Secondary Classes.
c. The widow whose husband was killed in terrorist action and she is in dire need of accommodation.
d. The widow whose husband was killed on line of duty and is in dire need of accommodation.
(ii) Licence Fee & other charges - Licence fee and electricity & water charges as applicable to Force personnel will be charged.
(iii) Period of allotment - The Nirmal Sadan will be allotted to the widow on year to year extension basis but not exceeding three years. Every year each case will be reviewed critically and extension will be considered considering the dire need of the widow.
(iv) Vacation - The accommodation will be got vacated after giving notice. In case the widow fails to vacate the accommodation even after giving notice, the prescribed vacation process, under rules will be followed as per direction of HMC.
30.The HMC should ensure that no quarter is kept vacant.
31.DIGs of all Static locations will frame Station house allotment rules based on above guidelines with the approval of the IG and issue the same to the subordinate offices concerned.
32.33. GCOs / HOOs shall not grant outliving permission to the personnel when family quarters of entitled type are lying vacant at the PARTicular station.
6. Recovery Of License Fee
a.The officers and men not entitled to rent free accommodation when allotted residential accommodation shall be charged license fee as per rules prescribed by the Central Govt.
b.The license fee will be recovered from the allottee by the drawing and disbursement officers through the pay bill in respect of NGOs and by the P&AO in respect of GOs. The order indicating the rate of license fee, and the dates from which it is to be charged will be notified by Head of Office and copy endorsed to the P&AO in case of GOs.
c.Govt. Servants who are allotted residential accommodation free of rent as their condition of services may be permitted to enjoy the rent free concession while on leave only upto a maximum period of one month subject to the condition that the officer concerned is likely to return to the post from which he proceeded on leave. Where, however, the period of leave granted to such an employee exceeds one month and the officer concerned is permitted to retain the residence by the competent authority/HOO during such period, the usual rent in accordance with the rules in force shall be recovered for the period of leave beyond one month. In this connection, GOI, Ministry of Works, Housing & Supply OM No. W.II.82(8)/53 dated 28.5.1954 and other instructions issued from time to time shall be applicable.
d.Consequent on allotment having been cancelled, the un-authorized occupation of the quarter shall result in realization of rent at the market rates fixed by the Estate Officer in consultation with CPWD besides other damages for unauthorized use and occupation of the residence. A member of the Force so unauthorizedly occupying a residence shall also be liable to disciplinary action on the recommendation of HMC.
e.The water and electricity charges in respect of family accommodation will be promptly charged as per bill received from the State authority and paid before the last date. The water and electricity charges including meter charges in respect of family accommodation allotted for temporary period, say not less than one month, may be determined by detailing a board of Officers who will work out the water and electricity charges based on the average consumption of past one year in a PARTicular category of accommodation in consultation with CPWD authorities to arrive at reasonable conclusion. It will also be ensured by all unit/offices that water/Electricity charges for the accommodation placed under them and allotted to their staff are regularly collected and deposited in the appropriate head of the State authorities in consultation with the respective Static offices to facilitate timely settlement of bills and to avoid unnecessary correspondence.
7. The following instructions on the subject issued earlier are superseded on issuance of these rules

5.Dte. Genl. letter No. A.II-2/95-99-Adm-I(Vol-V) dated 7.1.2000 regarding maximum period for allotment and occupation of quarters.
6.(a) Dte. Genl. letter No. A.II-2/95-00-Adm-I(Vol-V) dated 10.4.2000; (b) Dte. Genl. letter No. A.II-2/03-Adm-I(vol-8) dated 12.8.03 regarding retention of quarters by personnel posted to J&K and NE region, and delegation of powers to Zonal ADG and Sector IsG for retention of quarter at the last place of posting by Officers and personnel posted to J&K and NE Region.
7.Directorate General letters No. W.V-38/95-Adm-II(Wel) dated 17.5.95 and No. W.V-38/95-97-Adm-I(Wel) dated 12.6.97 regarding earmarking and allotment of quarters for widows of the CRPF personnel and all other dePARTmental instructions not covered in above rules.
(B) All other general instructions/rules as prescribed by the Central Govt. not covered by these rules (CRPF Family Accommodation Rules, 2008) shall also be applicable.
8. General
The Adm Directorate may relax any of the conditions prescribed in above outlines with the approval of Director General and in case of any doubt in regard to their interpretation, a specific reference be made to Adm Directorate and its decision shall be final.

Every serving personnel should be aware about various investment schemes introduced by Central/State Governments/Banks/Post Office/ Insurance Companies etc and they may invest the earnings in various schemes in proper manner to secure their future. Welfare Officers of Group Centres/Units have already been directed to update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they should advise personnel for proper financial planning. However following few guidelines are issued for financial planning by personnel:
·It is very essential to draw up a budget based on income/salary of person and budget will help to spend less than salary. Once the budget is ready, we will have on hand a ready reckoner which will give us a detailed record of income and expenditure. We will have complete picture of where every paisa has gone.
·Every personnel should maintain a separate file or folder for all financial matters like accounts and taxes, if they want to enjoy sound financial health.
·Whatever income of a personnel, just set by a little amount every month as compulsory savings. "Little drops of water make the mighty ocean".
·Set clear financial goals. If we want to save enough to buy a home, afford at least one holiday or buy own vehicle, the beginning of career is best starting point.
·Beware of credit card and other debts. Remember that interest rates on loans are exorbitant and we will end up paying huge amounts if we are not careful. Pay up debts and never let them accumulate. We have to be especially careful about credit cards which will tempt to spend and lead to definite disaster.
·There is one sphere that we have to be really wary about as it can send all our careful budgeting for a big toss. We are talking here of impulse spending where we end up buying something that attracted that moment but was not what we really needed.
·Always be careful about what we put our signature to. Read every thing fully before sign, be it an agreement or contract. We never know what lies between the lines. Ignore this and we will be in trouble.
·Try to avoid doing things that might become addictive and which may lead to ruin. We are talking here of gambling, addiction to drugs or smoking all of which are highly dangerous and a drain on our finances.
·Never let your money sit idle when it can multiply and earn more. Discuss with agents and work out the investment model which suits to personnel best. This way our money will be active and not sit wasted in some basic savings account.
·Never trust an unknown agent who might call and make tall promises about doubling money in record time. While they might end up with fat commissions for investing our money in dud financial instruments, we will end up with nothing.
·Never jump into something without doing proper and thorough home work. Study the market well if you want to enter it.
·Try to avoid speculation and gambling. Whenever we receive or hear of super hot tips, we might be tempted to speculate, but it would do good to remember that when that stock crashes, all our money goes with it.
·Once we are adept at studying market trends, use our common sense to identify solid instruments whose prices keep climbing. Some instruments might have a phenomenal climb, but always remember that the market corrects itself and what goes unnaturally high must also come down. Learn to divest of the instruments at the right moment and have no regrets.
·Always consult professional if we are in any doubt.
·Be aware of all the money transactions and take note of how much are the outgoings by way of fees for all the trading. This will prevent from taking expensive decision that may backfire on us.
In addition to above, Welfare Officers of GCs/Units should advise NOKs/Dependents of deceased personnel to invest the dues/amount received by them in various investment schemes in proper manner to settle their liabilities and to secure future of their growing children.
Welfare Officers of Group Centres and Units should update themselves about various investment schemes introduced by Central/State Governments/Banks/Post Offices/Insurance Companies etc., and they may keep ready reckoner for advising serving personnel as well as NOKs of deceased personnel for proper financial planning to secure their future.
MHA has conveyed the approval of the competent authority for attachment of AC-III tier extra coaches in four trains on regular basis for the personnel of CAPFS throughout the year for a period of one year vide their UO note no. 27013/30/2010/PF.IV dated 11/01/2013 and same has been operative w.e.f. 16/05/2013.
There is a requirement of Standing Operating Procedure (SOP) for earmarking/attachment of Railway Coaches ( AC-III Tiers) that is to be provided by Ministry of Railways for the Officers/Jawans of CAPF personnel. Accordingly, the Standing Operating Procedure is prepared as follows:-

3. Aim
The aim of this Standing Operating Procedure is to streamline the procedure adopted for smooth operations of dedicated Railway Coaches attached for the personnel of CAPFs in 4 Trains and healthy coordination between the CAPFs for optimum capacity utilization for the benefits of the troops. The details of four trains are as under:-

Entitlement To Avail Railway Coaches
a.All Serving Force personnel will be entitled to avail the facility.
b.During Leave (two side on EL and one side on CL), Temporary duty, posting/Tfr, Courses etc.
c.The personnel availing this facility must not be issued any railway warrant.
d.This facility will also be available to the families and two children as enshrined in LTC Rules 1988.
e.Preference should be given to those persons of the rank of SOs/ORs who are deployed/stationed at far flung areas/LWE.
f.Leave may not be clubbed with Temporary duty to avail the facility.
g.All concerned should maintain the record of each person availing the facility.
h.All personnel should be in possession of laminated I/Card and movement order/leave certificate, as the case may be.
Co-Ordinating/Nodal Agency
Local deployed CAPFs will be responsible for coordinating with Railway authorities and various other CAPFs for smooth conduct of the coach operations and management of passengers as per quota. Accordingly different CAPFs are given responsibility for providing Force Nodal Officers/Nodal Officers in various locations as follows:-

(b) (i)Force Nodal Officer (FNO) will be assisted by one SO (Inspr/SI) who will be the Nodal Officer (NO) and one NCO each from other CAPFs wherever available.
(ii) Transit Nodal Officer will also be detailed at the major intermittent Rly Stations by the CAPFs whose deployment in the indentified routes of four trains exists.
(iii)These Nodal Officers will be in proper uniform to recognize as well as to show their identity in the CAPF coach.
Responsibility and Management of Troops by Force Nodal Officer (FNO), Nodal Officer (NO) and Transit Nodal Officer (TNO).
i.Receipt and dispatch of all troops by NO.
ii.Respective NO will arrange for the accommodation in the transit camp and transport from the transit accommodation to Railway Station for the troops including their luggage.
iii.FNO will liaise with the Railway authority and undertake all activities
iv.involved in the movement of the coaches.
v.FNO will liaise with NOs and collect the list of troops for dePARTure 24 hours in advance.
vi.FNO will prepare the Passenger Manifest and transmit the same to the Station Manager of Railway Station.
vii.NO will brief the troops about the do's and don'ts of Rail travel.
viii.FNO will collect the authority of traveling and hand them to the NO.
ix.NO will distribute the tickets/authority of travel among the troops and ensure that the troops are sent well ahead of time to the Railway Station.
x.NO will also report no-shows to the FNO and will also propose alternate troops as passengers for inclusion in the passenger Manifest by the FNO.
xi.NO will document all cases of no-shows and cases requiring disciplinary action and inform the concerned controlling HQrs for taking necessary action.
xii.After dePARTure of train, combined passenger manifest will be circulated to BSF as well as concerned CAPFs by respective nodal agency on the same day through fax for record.
xiii.FNO/NO will also liaise with Transit Nodal Officer detailed by respective CAPFs at various major intermittence Rly Stations for convenience of troops and coordination with other CAPFs.
Screening/Documentation/Passengers Manifest
a.The list of passengers including their regimental No, Rank, Name, Unit/HQ, Sex, age, date of journey, journey from-to, name of boarding station, details of onwards journey, Mobile number, address etc. should be provided to the Nodal Officer by each CAPF at least ten days in advance which will be compiled and the combined Manifest will be provided to Station Manager 24 hours prior to dePARTure of train, at the respective Railway Stations.
b.In most emergent cases the last change may be informed to Station Manager by NO at respective Railway Station five to four hours before the scheduled time of the train. However, reserve passengers will be considered again the vacant berth.
c.A list will be prepared in respect of each individual for availing rail coach at the Unit/HQ in the format at (a) above which will be produced to the OC transit Camp/FNO while requisitioning for the berth.
d.Persons intends to avail this facility, will approach to concerned HQ or nodal Officer thorough telephone/ SMS , from where the trains will originate to get the berth reserved on availability of berth at least 03 days in advance in the format at (a) above.
e.Person who wants to board at intermediate stations, will also approach to concerned HQ or Force Nodal Officer & Nodal Officer from where the trains will originate for reservation of berth in the format at (a) above.
Office Space, Telephone Number And Mobile Number
Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.
a.Space to the Force Nodal Officer and his team at Railway Station may be provided by CAPFs of Nodal Agency/Railway authority.
b.Name, Contact number, e.mail address and official address of all the Force Nodal Officer, Nodal Officer and Transit Nodal Officer be circulated to all CAPFs.
Ticket & Reporting Time
A list of passengers who will commute the journey will be provided by the Force Nodal Officers to the Station Manager and on the basis of this list, Nodal Officers will collect the authority of traveling in earmarked coaches from Station Manager at Railway Station one day prior to the date of journey in the shape of Token, Coupon and boarding pass or any authority provided by Station authority.
10 Security Check
All passengers are required to carry their laminated Identity Cards for identification. All passengers will undergo the security check at the platform and luggage screening as per the procedure of Railway.
11 Check In/Check Out
All passengers will undergo normal procedure of check-in and check-out routine of Railway as is done for civilian passengers. Railway will provide the authority for travel in earmarked coach to all passengers checking in as per the list/manifest provided to them.
The troops will occupy the earmarked berths allotted to them to avoid any confusion/delay in train.
12. Luggage Restrictions
Passengers are allowed to carry only 40 Kgs per head as free luggage.
Articles such as Gas cylinder, Stove, Kerosene oil/Diesel/Patrol, Match box, explosive items and contraband prohibited under N.D.P.S Act 1985 shall not be permitted to be carried on board. The passengers are advised not to carry such items with them to avoid inconvenience/embarrassment while screening/checking of luggage and any likely delay while boarding.
Passengers are responsible for carrying their own baggage and conduct "X" ray checking under the supervision of security staff and also identifying their baggage before boarding.
13. Machanism For Payment
The entire amount of coaches is being paid by BSF to concerned Zonal Railway Authorities in advance after sharing the amount from other CAPFs as per terms and condition of FTR of Railway. The personnel availing this facility must not be issued any railway warrant.
14. Modification
Any modifications/changes in the Standing Operating Procedure may be carried out in consultation with other CAPFs and Railway Authority, if desired to make it functionally more effective and convenient to follow.
Special Instructions To The Passengers-Troops Discipline
a.Troops are to be briefed thoroughly by Force Nodal Officer regarding their conduct during journey. In case of any misconduct on their PART, necessary disciplinary action would be initiated against such personnel by the competent authority of respective CAPFs.
b.All personnel will be in possession of laminated I/Card and movement order/leave certificate, as the case may be.
c.As their needs are being addressed to by the FNO and NO they should be patient and behave properly irrespective of their rank.
d.All passenger-troops will occupy only the allotted berths.
e.Due attention will be paid to instructions of railways to be adopted in the event of emergency.
f.All Nodal Agencies will depute their own rep of the rank of SI/ASI initially for a one month from the date of attachment of coaches who will travel in the coaches in proper uniform to assist the troops and to maintain discipline enroute. The rep will also liaise and coordinate with T.T.E for any assistance enroute.
16.Conclusion
The Standing Operating Procedure has been framed keeping in view the functional requirement of operating the railway coaches. It is expected that all CAPFs and Railway authority will co-operate in smooth functioning of railway coaches a success.
